## DERA grant program aims to reduce emissions from diesel engines. The New Hampshire Clean Diesel Grant Program is **competitive reimbursement program** created with the purpose of reducing diesel emissions in the state.
This program is funded by the United States Environmental Protection Agency (EPA) through the Diesel Emissions Reduction Act (DERA) and managed by the Technical Services Bureau within the Air Resources Division of NHDES. ### EPA guidelines for state agencies _NHDES is guided by EPA's DERA State Grants Program. Based on the federal program guidance, NHDES develops a workplan identifying specific project eligibility within New Hampshire.
See the__2023 NHDES Work Plan_ _to learn more. _ ### New 2026 NH Clean Diesel Grant Program Rolling Request for Proposals (RFP) is Now _Open_ NHDES is making approximately$1,000,000 in remaining EPA DERA funding available for eligible projects that reduce diesel emissions in New Hampshire.
Eligible projects include on-road and non-road vehicle, equipment or engine replacements, marine shore power systems, truck stop/parking space electrification and EPA-verified idle reduction and aerodynamic technologies.
Eligible applicants include: * Public entities, such as municipalities, counties, state agencies, solid waste management districts, public colleges and universities, public school districts and transit agencies * Private and non-profit entities whose projects would provide significant public and economic benefits to New Hampshire. Examples of benefits include but not limited to: * Job creation in New Hampshire.
* Providing publicly accessible transportation services. * Supporting New Hampshire’s travel and tourism industry. * Investment in New Hampshire communities.
* Providing other measurable benefits such as rate decreases for services provided to local governments or public school districts. **Please note:**All projects must meet the minimum usage, ownership and remaining life requirements as stated in the RFP. No waivers of these requirements will be sought from EPA.

On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
