Election Security Grant | U.S. Election Assistance Commission HAVA Election Security grants are formula grants that were first appropriated in 2018 (Consolidated Appropriations Act of 2018). Authorized under Title I Section 101 of the Help America Vote Act (HAVA), the Election Security grant program marked the first new HAVA appropriation since 2010.
Election Security funding provides states with additional resources to improve the administration of elections for federal office, including to enhance technology and make certain election security improvements. HAVA Election Security funding is available to states and U.S. territories as defined by HAVA and the Consolidated Appropriations Acts of 2018, 2020, 2022, 2023, 2024, and 2025.
FY26 Election Security Appropriation Through the FY2026 Consolidated Appropriations Act, Congress appropriated $45,000,000 to the states and U.S. territories for the improvement of election administration and election security.
The grant award includes a 20% match, which states must make available within two years from the date of disbursement (American Samoa, Guam, Northern Mariana Islands, and U.S. Virgin Islands are exempt from the match requirement).
