Your eligibility and rebate amount will depend on your type of home and household income level. If you are a tenant/renter applying for rebates yourself (rather than through your property owner), you will need to get written permission to participate from your property owner. Check your Area Median Income (AMI) Contact a registered program contractor.
A registered contractor will help you confirm eligibility, decide what upgrades your home or building needs, such as better insulation or new appliances, and guide you through the application process. Households may have to contact multiple contractors before finding the right contractor for them. View list of registered contractors Apply for your household.
Once you’re connected with a registered program contractor, you can verify your income level for eligibility by filling out an online application. You may start the application at any time, but must be working with a registered contractor and confirm you have a home upgrade plan to finish the sign-up process. Incomplete income-qualification applications, such as those without a plan, will expire after 90 days.
Complete a home assessment and select upgrades. During the assessment, your registered contractor will examine your home and explore ways to make it more energy efficient. Together, you will decide which upgrades are best for your home and family.
Your contractor will submit the proposed upgrades for approval on the online portal. Once approved, your contractor will install the upgrades and subtract the rebate amount from your qualified project cost. Enjoy your new home improvements and feel good that you saved money and improved the comfort and health of your home.
Opportunities for Single-Family Homes and Small Multifamily Buildings The HEAR Program will be available to low- and moderate-income households for high-efficiency electric appliances and other upgrades in a single-family home, apartment, condo, or manufactured/mobile home. Owners and operators of multifamily buildings smaller than 50,000 square feet may also qualify for per-unit HEAR rebates.

For multifamily building owners/operators, at least 50% of the households in the building must meet the income requirements to qualify. Building may qualify for HER. Verifying Program Eligibility To qualify for the rebate program, you must reside in an existing home (new construction is ineligible) in Colorado for at least half of the year. Secondary homes and vacation homes are not eligible.
Rental homes and units occupied by income-qualified tenants can participate. If you think you or your building may qualify for HEAR and/or HER, your next step is to reach out to a registered program contractor and schedule a home assessment. For multifamily buildings, documentation is required for at least 50% of the households in the building.

Department of Housing and Urban Development (HUD) or PHAs Section 42 Low Income Housing Tax Credit (LIHTC) Documented Land Use Restriction Agreement (LURA) or Deed Restriction that can clearly be compared to the AMI thresholds Option 2: Provide Acceptable Documentation to Verify Household Income Provide documentation of your household income from the past 12 months.
