This procurement supports PacMtn’s Opportunity Model, a coordinated, outcome-driven system designed to improve employment outcomes, wage progression, and long-term economic mobility for job seekers. PacMtn is procuring a sub-recipient to deliver workforce services under the Workforce Innovation and Opportunity Act (WIOA) and Economic Security for All (EcSA) programs.
Services will be delivered across Grays Harbor, Lewis, Mason, Pacific, and Thurston counties. Career and Technical Education (CTE) and Career & Technical College (CTC) – Youth Services Transition to Employment - Closed Pacific Mountain Workforce Development Council (PacMtn) is soliciting proposals from qualified organizations to support secondary Career and Technical Education (CTE) and postsecondary Career and Technical College (CTC) students as they complete training and transition into employment.
This RFP prioritizes short-term transition activities that connect education to employment, with a focus on paid work-based learning, employer engagement, career services, credential attainment, and placement aligned with regional in-demand sectors.
Services must be available across PacMtn’s five-county region (Thurston, Grays Harbor, Lewis, Mason, and Pacific Counties), with particular emphasis on rural and underserved communities, including Grays Harbor and Pacific Counties.

(Currently awarded RFPs / RFIs) WIOA Title 1B - Youth Announcement: WIOA Title 1B - Youth RFP Awardees Selected We are pleased to announce the selection of three outstanding organizations to deliver services under the WIOA Title 1B - Youth Request for Proposals (RFP): Community Youth Services (CYS) CYS demonstrated strong regional experience, a proven track record of success, and a comprehensive plan to serve both in-school and out-of-school youth.
Their program will focus on enhancing career readiness and job placement opportunities for youth in our community. Gravity Learning Center proposed an innovative re-engagement strategy that is tailored to youth facing multiple barriers. Their approach aligns strongly with local education partners, providing a structured path to GED attainment, work-based learning, and industry training.
Morningside presented a strengths-based model designed to support youth with disabilities. Their plan includes individualized support, inclusive work-based learning, and career readiness training, with a focus on creating pathways to employment for youth with disabilities. These organizations were selected based on their alignment with our goals to provide youth with the resources and opportunities needed to succeed in the workforce.
