HCAI launches the development of the 2026–2030 Workforce Education and Training (WET) Plan The Department of Health Care Access and Information (HCAI) is excited to announce the launch of the development process for the 2026–2030 Five-Year Workforce Education and Training (WET) Plan required by Welfare and Institutions Code Section 5820 (c)-(e) .
The WET Plan identifies behavioral health workforce needs across California and guides the strategic use of funds from the Behavioral Health Services Act (BHSA) to support workforce development initiatives. As part of this effort, HCAI is hosting a series of focus groups to gather insights on the behavioral health needs of vulnerable populations, including issues related to individuals with Limited English Proficiency.
These focus groups also explore key workforce development topics and challenges. The information gathered will help shape HCAI’s understanding of the unique service needs of individuals at risk for or who are living with a significant behavioral health condition (mental illness and/or substance use disorder).
This input, along with lessons learned from past behavioral health workforce programs, will inform the development of targeted workforce strategies and initiatives. HCAI is working in close collaboration with the California Behavioral Health Planning Council throughout this process. The Council will review and approve the final 2026-2030 Five-Year WET Plan.
The 2026–2030 Five-Year WET Plan is scheduled for publication in Spring 2026. In January 2019, the California Behavioral Health Planning Council (CBHPC) approved the 2020-2025 Five-Year WET Plan.
