The Office of Electricity (OE) achieves these goals by stimulating investment in power system infrastructure and building partnerships between states, local governments, tribes, and power system operators to enhance reliability and affordability of the electric grid.
Projects submitted under this NOFO must demonstrate measurable improvements in electric grid capacity and system value (usefulness), combining physical capacity gains, which include solutions such as reconductoring or other infrastructure upgrades with operational efficiency and/or flexibility from other Advanced Transmission Technologies (ATTs).
Applications must show how these complementary technologies expand transfer capability, strengthen reliability and resource adequacy, and reduce consumer cost impact while utilizing existing rights of way.
DOE will prioritize projects that can be implemented quickly to deliver durable physical upgrades and dynamic operational gains that together increase the value, performance, security, resilience, affordability, and reliability of the nation’s electric grid.

DE-FOA-0003587: Rare Earth Elements Demonstration Facility Modification 0001: The purpose of this modification is to extend the Letter of Intent Deadline from December 10, 2025 to December 17, 2025; extend the Application Deadline from January 5, 2026 to January 20, 2026; extend the Anticipated Selection Notification Date from January 2026 to February 2026 and extend the Anticipated Award Date from March 2026 to April 2026.
The Office of Manufacturing and Energy Supply Chain (MESC) is issuing this NOFO to request applications for projects to design, construct, commission and operate a Rare Earth Element (REE) Demonstration Facility that demonstrates the separation of REEs from feedstock derived from acid mine drainage, mine waste, or other deleterious materials to rare earth oxides and refining into rare earth metals at a single site.
This program will advance the Administration’s plans to bolster the U.S. domestic supply chain for rare earth elements, which are critical minerals and materials (CMM), thereby reducing reliance on foreign sources, enhancing national security, and creating energy dominance.
The objective of this program is to: Fund the design, construction and operation of one (or more) cost effective, innovative, demonstration processing line(s) at a new or existing facility that will supply 150 to 1000 metric tons per year of rare earth elements (REEs) for domestic use.
The facility must process, separate, and refine rare earth oxides into rare earth metals from feedstock derived from acid mine drainage, mine waste or other deleterious material , including e-waste at a single site -- with a priority for heavy rare earth elements.

DE-FOA-0003605: Restoring Reliability: Coal Recommissioning and Modernization Topic Area 1, titled “Coal Commissioning, Recommissioning, Retrofitting, and Modernization Projects” has been extended to allow applicants to propose appropriate use of Federal financing such as loan guarantees. Topic Area 2 is closed and applications will no longer be accepted. The United States is confronting an urgent grid capacity crisis.
DOE’s 2025 Grid Reliability Assessment (DOE/GR-2025-001) confirmed that coal retirements outpace other reliable, affordable, and secure generation resources. These challenges are especially acute in regions with constrained transmission and sustained load growth.
In January 2025, Executive Order 14156 declared a national energy emergency, directing DOE and other federal agencies to use their full statutory authority to ensure reliable, affordable and secure generation resources. Coal-fired generation assets, long central to U.S. energy security, retain valuable infrastructure make them uniquely positioned to deliver near-term reliability at scale.
The recommissioning, retrofitting, and strategically repurposing these assets offers the fastest and most cost-effective path to restoring stability while supporting the nation’s industrial and security priorities. This BAA provides up to $525 million in federal support to catalyze these outcomes.
Activities funded under this solicitation are expected to preserve or create high-wage jobs, strengthen domestic energy resilience, and ensure affordable and reliable power for American communities. DOE will implement this BAA using milestone-based Other Transaction Agreements (42 U.S.C. § 7256(a) and/or (g)), tying federal payments to independently verified technical progress.
Awards will be made across two Topic Areas, each mapped to available program appropriations: · Topic 1 – Coal Commissioning, Recommissioning, Retrofitting, and Modernization Projects: Commissioning new, and recommissioning inactive or retiring units and modernizing existing facilities, with phased CCUS integration in later stages.
· "CLOSED" Topic 2 – Rural Capacity and Energy Affordability: Projects in rural or remote communities where coal assets provide reliable, affordable, and secure generation. By unlocking the latent value of America’s coal-fired generation assets, this program will secure the grid, power the nation’s industrial resurgence, and protect communities from reliability shortfalls.

The Teaming Partner List allows organizations who may wish to participate on an application to express their interest to other applicants and to explore potential partnerships.
DOE encourages eligible entities to team up on a single application in order to: (1) ease the administrative burdens associated with managing a federal grant, (2) maximize the scope, reach, and level of ambition for the proposed projects and programs, and (3) encourage sharing of capacity, knowledge, expertise, lessons learned and best practices across jurisdictions.
Updates to the Teaming Partner List will be available in the Infrastructure eXCHANGE website. The Teaming Partner List will be regularly updated to reflect new teaming partners who provide their organization’s information. SUBMISSION INSTRUCTIONS: Users will see a new section, “Teaming Partners”, within the left-hand navigation in eXCHANGE.
This page allows users to view published Teaming Partner Lists and any interested party that would like to be included on this list should submit a request within eXCHANGE to join the teaming partner list.

On February 21, 2023, DOE’s Grid Deployment Office (GDO) established the Puerto Rico Energy Resilience Fund (PR-ERF) to administer the $1B through programs focused on both residential and community-based energy resilience investments, including but not limited to, solar photovoltaic (PV) and battery storage deployments, as well as community partnerships and other activities to grow Puerto Rico’s clean energy economy.
This Funding Opportunity Announcement (FOA) under the PR-ERF has three Strategic Goals: (1) Mitigate against the disproportionate impacts associated with severe and prolonged power outages affecting low- and moderate-income residents of public or privately owned subsidized multi-family properties through energy resilience investments.
(2) Enable quality, equitable health care services for the most vulnerable populations and disadvantaged communities, who include the medically underserved in Puerto Rico, by ensuring energy reliability and resiliency. (3) Support the growth of the clean energy workforce in Puerto Rico.
