The Oregon Department of Energy has been awarded $800,000 to support existingweatherization programs. Eligible weatherization programs are those that serve residential customers in Oregon's consumer-owned utility (COU) service areas, which include areas served by municipal electric utilities, consumer-owner utilities, electric cooperatives, andpeoples' utility districts.
Funding will be awarded to COUs based on the number of qualified applicants and the number of households within each COU territory. Funding will be distributed to households for qualifying weatherization measures. Each household may receive no more than $2,000 in incentives.
Homeowners interested in weatherization programs should visit their local utility provider's website. A list of utility providers can be found Grant Opportunity Announcement (Winter 2026) ODOE is now accepting applications for funding from eligible consumer-owned utilities. $680,000 is available to support existing residential weatherization programs through COUs.
COUs interested in applying should complete an application and submit to ODOE by 5 p. m. on March 27, 2026.

On February 29, 2024 the Oregon Department of Environmental Quality submitted Oregon's Priority Climate Action Plan (PCAP) to the United States Environmental Protection Agency (EPA).
