The CHPRD operates under the guidance of an advisory committee, with appointments approved by the Governor.

CHPRD administers state appropriations to empower Hispanic community-based organizations by offering both financial support and technical assistance. In addition to its funding efforts, CHPRD advocates for a community development approach that focuses on creating tangible, sustainable impacts, and promoting self-sufficiency within Hispanic communities.
