Grants We Offer - East Tennessee Foundation Affordable Housing Trust Fund Supports the production, preservation, and rehabilitation of owner-occupied housing for low-income households, and programs to enhance rental opportunities for very low-income households within the City of Knoxville.
Arts Fund for East Tennessee Established in 1986 to serve as a source of funds to support excellence in the arts, expand access to the arts, and connect artists with each other and with East Tennessee communities. Supports opportunities to advance and improve the quality of life of the residents of Blount County.
The Butterfly Fund was established at East Tennessee Foundation in August 2008 by the Barger and Harrill families in memory of their daughters, Emily Barger and Maddie Harrill. Both of these beautiful little girls were diagnosed with Rhabdomyosarcoma, a rare form of childhood cancer, in 2007. Sadly, both girls passed away just weeks apart during the summer of 2008.
The fund serves to raise awareness of and funds for childhood cancers. Campbell Enhancement Fund Supports programs and projects that build community goodwill, seek to solve community challenges, and produce results for the benefit of the Campbell County community.
CNS Y-12 Community Investment Fund Consolidated Nuclear Security, LLC (CNS), the contractor at Y-12 National Security Complex in Oak Ridge, TN, established a fund at East Tennessee Foundation as part of their commitment to the host community of Oak Ridge and surrounding counties and regions.
With the leadership of an employee-based CNS Y-12 Investment Advisory Committee, CNS employees have the opportunity to recommend grant support where the need is the greatest and the resources are best allocated in their 20-county service area in East Tennessee. Since 2015, this fund has awarded more than 200 grants benefiting more than 140 nonprofits in their 20-county service area in East Tennessee. Dr. J.

Kingsport Community Foundation Supports projects that enrich lives and strengthen the Greater Kingsport community. Leadership Education Fund Established in 1991 as a cooperative effort of the Knoxville Chamber of Commerce and East Tennessee Foundation to support and encourage excellence in public education. Literacy Endowment for East Tennessee Established in 2003, this fund supports literacy projects in East Tennessee.

Wachs Youth Leadership Fund Benefits young people in Johnson County by providing travel and leadership opportunities to expand their abilities to become active, visionary leaders. Supports opportunities to advance and improve the quality of life of the residents of McMinn County.
In 1894, Mount Rest Home was started by a group of forward-thinking women, at their own expense, as a residence for elderly ladies in Knoxville who had very little funds or family to care for them. The devoted women of the board of Mount Rest Home cooked and sold lunches at Thanksgiving to raise funds to support the home, and they tended to every need of the house and the ladies who lived there.
Although the lovely home eventually closed, many of the daughters and granddaughters of the original board members continued to provide for the welfare of women and children in Knox County. They established the Mount Rest Foundation in 1994 and then the Mount Rest Fund of East Tennessee Foundation in 2004 to continue and secure their families’ legacy of caring for Knox County’s women, children, and youth.

Neighbor to Neighbor Disaster Relief Fund This Fund is exclusively being used to support nonprofits and agencies who are helping with response, relief, and long-term recovery in the East Tennessee communities facing devastating impacts from Hurricane Helene.
Specifically, we are partnering with organizations supporting recovery for the following counties: Carter, Claiborne, Cocke, Grainger, Greene, Hamblen, Hancock, Hawkins, Jefferson, Johnson, Sevier, Sullivan, Unicoi, and Washington. Norris Area Community Foundation Supports projects that will benefit the residents of Norris, Andersonville, Bethel, and Fairview in Anderson County.
Oak Ridge Fund for Achieving Community Excellence Supports projects that leave a lasting legacy for current and future Oak Ridgers. Opportunity Endowment Fund Through investing in the effectiveness and future sustainability of East Tennessee’s nonprofit community, this fund supports the capacity building of charitable organizations in ETF’s 25-county service area and their ability to collectively address our community’s needs.

Tellico Community Foundation Enriches the Loudon and Monroe County communities by funding programs and projects delivered by area organizations who provide measurable and sustainable results.

Notice of Funding Opportunity for the Rural Economic Development Loan and Grant Programs for Fiscal Year 2026 is sponsored by Agriculture Department; Rural Business-Cooperative Service. The Rural Business-Cooperative Service (RBCS or Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), invites applications for loans and grants under the Rural Economic Development Loan and Grant Programs (REDLG or Programs) for fiscal year (FY) 2026, subject to the availability of funding. This notice is being issued prior to the passage of a FY 2026 Appropriations Act, which may or may not provide funding for this program, to allow applicants sufficient time to leverage financing, prepare and submit their applications, and give the Agency time to process applications within FY 2026. Based on FY 2025 appropriated funding and current budget situation, the Agency estimates that approximately $50,000,000 for Loans and $10,000,000 for Grants will be available for FY 2026. Successful applications will be selected by the Agency for funding and subsequently awarded to the extent that funding may ultimately be made available through appropriations. Rural Economic Development Loan and Grant Program is a grant from the U.S. Department of Agriculture (USDA) that funds rural job creation and economic development projects through local utility organizations. USDA provides zero-interest loans up to $1 million to Rural Utilities Service (RUS) electric and telecommunications borrowers, which they pass through to local businesses and community projects. Grants up to $300,000 are available to establish Revolving Loan Funds for ongoing rural lending. Eligible uses include community development assistance, facilities and equipment for education and medical care, and start-up venture costs. A 20% match is required for grants. Eligible applicants are current or former RUS electric or telecommunication borrowers and not-for-profit utilities eligible under the Rural Electrification Act.
