Preparedness Grants and Programs | Georgia Emergency Management and Homeland Security Agency Counter-Unmanned Aircraft Systems (C-UAS) Grant Program The C-UAS Grant Program will provide funding over two Fiscal Years for initiatives that combat the unlawful use of unmanned aircraft systems that threaten the safety and security of Georgians and visitors to our state.
This program is funded by the U.S. Department of Homeland Security (DHS) and administered by the Federal Emergency Management Agency (FEMA).
Emergency Management Performance Grants The purpose of the Emergency Management Grant Program is to provide Federal funds to states to assist state, local, territorial, and tribal governments in preparing for all hazards, as authorized by Section 662 of the Post-Katrina Emergency Management Reform Act (6 U.S.C. § 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.
§§ 5121 et seq. ). The EMPG will provide federal funds to assist state, local, tribal, and territorial emergency management agencies to obtain the resources required to support implementation of the National Preparedness System and the National Preparedness Goal of a secure and resilient nation.
FIFA World Cup Grant Program The FIFA World Cup Grant Program (FWCGP), administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate (GPD), provides federal funding to enhance security and preparedness for the 2026 FIFA World Cup events in the United States.
The FWCGP will make funds available to the Atlanta Host City Committee Task Force through the Georgia Emergency Management and Homeland Security Agency (GEMA/HS). Please contact the Atlanta Host City Committee Task Force for their application intake process.
Georgia Funds for Protection of Communities (FPC) The State of Georgia set aside $3,000,000 from the Amended Fiscal Year 2026 state budget for a competitive grant to support the Non-Profit Security Grant Funds for Protection of Communities (FPC) Program in the state.
Eligible applicants for the FPC grant are the State of Georgia Non-Profit Organizations that are tax-exempt under Section 501 (c) of the Internal Revenue Code and provide services in Georgia. Organizations must also be at risk of a terrorist/extremist attack or have identified security concerns.
Georgia Gang Activity Prosecution (GAP) Grant Hazard Mitigation Assistance Grants The Georgia Emergency Management and Homeland Security Agency Hazard Mitigation Division works in partnership with the Federal Emergency Management Agency to apply for Hazard Mitigation Assistance Grants assistance for state agencies and local governments.
The key grant programs include: Hazard Mitigation Grant Program, Flood Mitigation Assistance and Pre-Disaster Mitigation. The purpose of these grant programs is to provide funds to state agencies and local governments for projects that reduce or eliminate the long-term risk to human life and property from the effects of natural hazards.
Homeland Security Grant Program The Homeland Security Grant Program supports the core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs. The HSGP supports the Quadrennial Homeland Security Review Mission to Strengthen National Preparedness and Resilience.
HSGP funds a range of activities, including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas. The key grant programs include: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG).
Nonprofit Security Grant Program The NSGP supplements one of three grant programs that support DHS/FEMA’s focus on enhancing the ability of state, local, tribal, and territorial governments, as well as nonprofits, to prevent, protect against, prepare for, and respond to terrorist or other extremist attacks.
State and Local Cybersecurity Grant Program (SLCGP) Through the Infrastructure Investment and Jobs Act (IIJA) of 2021, Congress established the State and Local Cybersecurity Improvement Act, which established the State and Local Cybersecurity Grant Program, appropriating $1 billion to be awarded over four years.

California State Nonprofit Security Grant Program (CSNSGP) is a grant from the California Governor's Office of Emergency Services that funds target hardening and security enhancements for nonprofit organizations at high risk for violent attacks and hate crimes due to their ideology, beliefs, or mission. Awards of up to $200,000 per organization are available, with $76 million allocated in the latest funding round. Eligible applicants are 501(c)(3) nonprofit organizations operating in California. Funded activities include physical security improvements and vulnerability assessments to protect against threats. FY 2026 Homeland Security Grant Program (HSGP) – Mississippi is a grant from the Mississippi Office of Homeland Security (MOHS) that funds local law enforcement, fire departments, and emergency operations agencies for homeland security preparedness. FEMA-provided funds can be used for equipment, training, exercises, and supplies to protect against terrorism and other threats. The FY26 application deadline is Friday, April 3, 2026, and applications are submitted via the MOHS JotForm portal. National priorities require allocating at least 10% toward border crisis response and 3% toward election security.
