The FHLB Dallas FORTIFIED Fund helps income-qualified homeowners to replace an existing roof to a FORTIFIED roof.
These storm-resistant roofs are designed to prevent damage from high winds, hail and severe thunderstorms.

Households Helped in 2025 For 2026 there is one type of grant available:: Up to $17,000 to replace an existing roof with a FORTIFIED Roof Applications of up to $500,000 may be submitted and can include multiple households pre-qualified by the submitting FHLB Dallas member institution The application must include at least five households up to a maximum of 50 households Funding offerings: Offering 1 will open Monday, January 26, 2026, and will remain open until funds are exhausted.
Offering 2 will open Wednesday, July 1, 2026, and remain open until December 31, 2026, or until funds are exhausted. Projects will be funded on a first-come, first-served basis Intermediary organizations may assist members by facilitating applications Intermediaries must be an IRS established 501(c)(3) nonprofit organization, government entity or tribal entity.
The intermediary must be current on filing and paid all tax obligations to participate If a member self-facilitates an application with no Intermediary, the member may only have one “active” application at a time. Each application must be completed with all FORTIFIED certificates received before submitting a new application.

Applications must be submitted by an FHLB Dallas Member Financial Institution. Homeowners and intermediaries cannot submit applications directly to FHLB Dallas. You can find FHLB Dallas members through our directory .
Members are responsible for ensuring that households have a family income of 120 percent or less of the area median income (AMI) at the time the household's income is verified. Verification must occur within 90 days prior to submission of the application to FHLB Dallas The member may not request funds in an amount exceeding $17,000 per household for the replacement of an existing roof.
The funds will pay for the actual cost of the roof plus any allowable intermediary and evaluator fees within the program limits The roof must be completed in accordance with FHLB Dallas FORTIFIED Fund program requirements.
The intermediary fee may not exceed $1,000 The member must pass on the full amount of the funds as a grant for the benefit of the household for which the funds were approved If a member self-facilitates an application with no intermediary, the member may only have one “active” application at a time. For each household included in the application, members are responsible for collecting and verifying the following: Roof Repair Estimate: The roofer must provide a cost estimate for each household included in the application.
This document must be signed by the roofer, homeowner, and a member representative Pre-Construction Evaluation Affidavit: An IBHS certified evaluator must perform an initial review of each home’s current condition and provide documentation of the steps needed to complete the roof.
The Pre-Construction Evaluation Affidavit serves as verification that this has occurred Household Income Certification Form: Income information for each household must be collected and verified on this form. Documentation must be collected to verify each source of income using FHLB Dallas methodology explained in this video.
This includes, but is not limited to, paystubs, social security award letters, pension statements, and tax documents Sources & Uses: This document summarizes the project cost for each household. All sources of funds, including non-FHLB sources, must be included to show how all uses of funds will be paid for.
Uses include roof cost, evaluators fees, and intermediary fees Proof of Homeownership: Evidence of homeownership must be collected for all homes FORTIFIED funds may only be accessed through a member institution.
