Properly implemented BWC programs can strengthen the evidentiary foundation for criminal prosecutions, provide reliable documentation of officer-citizen encounters, and deter assaults on officers. Improving Veteran Mental Health Grant Program is a grant from The Cigna Group Foundation that funds nonprofits providing housing stability and wraparound support services to improve the mental health of military veterans. The Foundation committed $9 million over three years addressing housing instability and its mental health impacts, as an estimated 40,000 veterans go without shelter nightly and 1.5 million are at risk of homelessness. Funded programs include mortgage and rental assistance, employment re-entry training, and housing development for veterans. On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint.
