Hazardous Materials Emergency Preparedness (HMEP) Grant Program is a grant from North Carolina Department of Public Safety that funds hazardous materials emergency planning and training for Local Emergency Planning Committees (LEPCs) across North Carolina. The program supports LEPCs in developing, exercising, and improving local hazmat response capabilities. Eligible applicants are NC LEPCs that submit applications through the Salesforce grants management portal. Applications for FY26 funding were accepted December 1, 2025 through January 16, 2026. Homeland Security Grant Program (HSGP) is a federal grant from the Department of Homeland Security (DHS) and FEMA, administered through the North Carolina Department of Public Safety and North Carolina Emergency Management. In North Carolina, HSGP includes two components: the State Homeland Security Program (SHSP) and the Urban Area Security Initiative (UASI) for the Charlotte region. The program funds activities that build and sustain capabilities to prevent, protect against, mitigate, respond to, and recover from terrorist attacks and other hazards. Eligible recipients include state agencies, local governments, tribal entities, and certain nonprofit organizations participating in the state's homeland security strategy.

Emergency Solutions Grant (ESG) Program from the North Carolina Department of Health and Human Services (NC DHHS) provides funding to qualified nonprofits and local governments across North Carolina to improve emergency shelters, deliver essential services to shelter residents, rapidly re-house homeless individuals and families, and prevent homelessness. Allowable activities include street outreach, emergency shelter operations, homelessness prevention through rental assistance and stabilization services, rapid re-housing, and HMIS data collection. Eligible applicants are nonprofit agencies and local units of government in North Carolina serving individuals and families who are homeless or at risk of homelessness with household income below 30 percent of median family income. Grantees must match ESG funding dollar-for-dollar with other resources. Up to 7.5 percent of allocations may be used for administration. New construction, major rehabilitation, or licensed program operations are not eligible uses.

Local Impact Grants (Duke Energy) is sponsored by Duke Energy Foundation. The Duke Energy Foundation accepts grant applications for $20,000 and less throughout the year on a rolling basis. These grants support workforce development, community revitalization, and environmental projects. While general support for K-12 individual schools is not typically funded, initiatives supporting programs that transition communities toward modern energy infrastructure and promote access to opportunity for all families could be relevant. Projects that generate or store electricity, including solar panels, are not funded.
