The GPD Program awards grants to community-based organizations to offer transitional supportive housing, helping vulnerable Veterans transition into permanent housing. These grants are designed to assist Veterans at various stages on their path to stable housing. Community organizations receiving GPD grants provide focused transitional housing services through a range of housing models tailored to the unique needs of Veterans.
The GPD program plays an essential role in the continuum of homeless services by offering supportive services to Veterans who might otherwise be unsheltered. As a result, Veterans achieve residential stability, enhance their skill levels and income, and gain greater self-determination. Additionally, the GPD Program provides Case Management grants to support permanent housing retention for Veterans who were previously homeless.
Applications are accepted only in response to a Notice of Funding Opportunity (NOFO) published on Grants. gov. Funding will be awarded to programs that are determined to be the most qualified.

Improving Veteran Mental Health Grant Program is a grant from The Cigna Group Foundation that funds nonprofits providing housing stability and wraparound support services to improve the mental health of military veterans. The Foundation committed $9 million over three years addressing housing instability and its mental health impacts, as an estimated 40,000 veterans go without shelter nightly and 1.5 million are at risk of homelessness. Funded programs include mortgage and rental assistance, employment re-entry training, and housing development for veterans. Eligible nonprofits must leverage evidence-informed programs and align with at least one goal: increasing permanent housing, improving housing affordability, or enhancing wraparound services for veterans transitioning from shelters.
