Homelessness Solutions Program (HSP) is a Maryland Department of Housing and Community Development program helping communities prevent and end homelessness by providing technical support and funding to Continuums of Care (CoCs) and Local Homeless Coalitions (LHCs) across the state. HSP funds a range of eligible homeless services and activities.
Only lead agencies for Maryland's 16 Continuums of Care and Local Homeless Coalitions may apply for HSP funding on behalf of homeless services providers in their community; independent or non-affiliated organizations are ineligible. Eligible applicants include nonprofits, local governments, and development corporations that serve as lead CoC agencies. Award amounts vary by project.

Homelessness Solutions Program (HSP) Accessibility Information Homelessness Solutions Program (HSP) Program Overview The Homelessness Solutions Program (HSP) helps communities across Maryland prevent and end homelessness. HSP provides technical support and funding to: Continuums of Care (CoCs): Local and regional organizations that are responsible for coordinating homelessness services.
Local Homeless Coalitions (LHCs): Community-based groups focused on local solutions to homelessness. These organizations work together to help connect people to housing programs, shelters, and other services. If you need help, reach out to your local CoC or housing and homeless services hotline.
For contact information, see the Local Homeless Resources . Lead agencies for the 16 Maryland Continuums of Care (CoC) and Local Homeless Coalitions (LHCs) are invited to apply for HSP funding on behalf of homeless services providers in their community.
