CSFA | GATA | Illinois. gov Human Services Capital Investment Grant Program Department Of Commerce And Economic Opportunity (420) David E Parr 217-685-1197 The Human Services Capital Investment Grant Program is a collaboration between the Department of Commerce and Economic Opportunity (DCEO) and the Department of Human Services (DHS).
The program’s purpose is to make capital improvement grants to human services providers, throughout the state, which serve low-income and marginalized populations. DCEO will issue a grant to an Intermediary for sub-awards funding the capital improvement projects of human service providers, with a corresponding grant to be issued to that same Intermediary for associated administrative costs.
Illinois Statue Authorization Illinois Administrative Rules Authorization 14 Ill. Admin. Code Part 670 A capital grant will be issued by DCEO to an intermediary with funding from the Rebuild Illinois Projects Fund.
Sub-awards will subsequently be issued by the intermediary to human services providers located in Illinois for capital improvement projects. "Capital improvement" means a project with a purpose to physically expand or physically improve upon a facility owned or leased by a human services provider.
Administrative expenses incurred by the intermediary in association with its management of the capital sub-awards, including technical assistance, will be covered via a separate grant to the Intermediary, via funds provided to DCEO from DHS' operating funds. Nonprofit Organizations; For-Profit Organizations; Small Businesses; Other; None in addition to GATA requirements.
Ultimately, Illinois residents needing human services will benefit as a result of the improved facilities from which human services providers operate.
Credentials / Documentation An organization is eligible to receive a grant award as an Intermediary to provide sub-awards to Human Services Providers if the organization: a) is registered with the appropriate governmental authorities and is in good standing to operate in the State of Illinois; b) has demonstrated experience administering grants for construction or other capital projects in Illinois; c) has the capacity to administer a large volume of sub-awards; d) has an active GATA registration and is qualified on the GATA Grantee Portal (https://grants.

Criteria Selecting Proposals Merit-based review. A working capital advance of grant funds in the amount needed to commence grant-covered activities is possible. The remaining funds to be paid through reimbursement after submission of required reports reflecting expenditures, along with sufficient supporting documentation of such expenditures for eligible activities.

Expenditures for capital improvements or purchases of real property are not allowed from that grant. Pre-award costs Pre-award costs for the administrative grant are incurred at the applicant's own risk and will not be funded if an award is not made. Pre-award costs for services in anticipation of an award may be allocable, where necessary, for the efficient and timely performance of the program and are subject to 2 CFR 200.

Costs associated with the development of the application are also not allowed. Periodic Financial Reports (either quarterly or monthly) & Periodic Performance Reports (either quarterly or monthly) shall be submitted no later than 30 calendar days following the period covered by the report.
A final closeout report (including both financial & performance data) must be submitted within 45 days following the end of the period of performance in the format required by the Grantor.
