Funds will go to support community members who are experiencing various forms of economic hardship.
While Headwaters’ work focuses on funding organizations that build community power, we also know that directly resourcing individuals is a powerful way to support the wellbeing, resilience, and leadership of our communities . Moving money directly to Black Minnesotans is part of our commitment to building a future where our communities are resourced, cared for, and powerful.
Through this partnership, we will distribute $500,000 to Black Minnesotans via the Justice and Liberation Fund. Funds are considered emergency support grants and do not have to be paid back. We will not be able to process applications submitted in languages other than English. Only one application per person may be submitted. While our mission is to primarily fund power-building work carried out by organizations, we acknowledge and honor direct support to individuals as another essential pathway to vitally resourcing our communities.

What is the Individual Support Fund? The Individual Support Fund — funded by Black Visions and administered by Headwaters via its Justice & Liberation Fund – is designed to support individual community members experiencing economic hardship. Who is eligible to apply?
To be eligible for the Individual Support Fund, applicants must meet the following requirements: For this Fund, Black refers to people who are of African ancestry, whether you have lived inside Africa or not, and includes people who are Mixed and Transracial Adoptees Be 18 years of age or older Will submit two individuals, including contact information, who can vouch for the applicant. The verifiers must be residents of MN.
What types of picture IDs are valid?
We will accept the following forms of picture identification from applicants: State-issued Driver's License or Photo ID Card U.S. Permanent Resident Card or Employment Authorization Document with a Photo Passport (US or Foreign issued) If you are an Immigrant to the US, you may use a photo ID card or ID Document issued by your home nation Expired Photo ID or Driver's License What kinds of economic hardship are eligible?
Funds will support individuals experiencing emergency financial hardship in meeting basic needs. Specifically, applicants may indicate that they cannot afford: Medical bills/needed medicine To pay overdue basic necessities bills (utilities, gas, trash, etc.) Supports needed to access safety What information will be collected about my verifiers?
We ask applicants to provide the name, address, email address and phone number for each verifier. NOTE: An applicant cannot be their own verifier. Family members may be verifiers.
Applications for the Individual Support Fund are now closed. Applicants will be notified of their status between May 6-20, 2026. Where can I receive assistance in completing my application?
Black Visions is offering in-person support sessions for those applying for the Justice & Liberation Individual Support Fund on the following dates: Some translation services will be available at the in-person support sessions. Please note: we will only be able to process applications that are in English. Can I edit my application after submitting it?
No. Once submitted, all applications are considered final. We cannot update the application for you or send it back to you to correct. With this in mind, please take care to ensure that all information is correct and complete before submitting your application.
What are the grant amounts? Headwaters has divided grant award amounts into tiers. Applicants will have the option of choosing from the following tiers.
How will grant recipients be selected? Because we anticipate receiving a high volume of applications AND in the interest of fairness, Headwaters will assign numbers to applications and randomly award grants based on a digital randomizer. Grants will be awarded proportionally based on number of applications per tier.
We will contact verifiers after the drawing to ensure that grantees’ self-assertions are affirmed by another party. How will grant funds be distributed? After grantees have been selected, Headwaters will request that grantees share payment information.
Grantees will choose either check payment or ACH transfer to a bank account. We will give all the candidates 10 calendar days to confirm their participation in the program. During this time, Headwaters will email and call by phone to confirm finalists’ place in the program.
If we do not hear from someone within that timeframe, we disqualify them and extend the gift to another qualifying applicant. To prevent disqualification, applicants should be sure to enter their correct email address, phone number, and submit clear identifying documents on their application. Headwaters will notify those selected in the first week of May.
We will give all the awardees 10 calendar days to confirm their participation in the program. Headwaters will pay the individuals who have been selected and confirmed for the program after Memorial Day weekend, after May 26th. Headwaters will replace grantees who do not respond to our request for payment information or who are otherwise ineligible.
The replacement grantees will be paid in June. How will my personal data be secured? By submitting an application for the Individual Support Fund, you agree to let us store your application responses in our grantmaking database.
We do this is in case we are audited. However, any identifying documents shared with us are deleted immediately after they are no longer needed. All application data is stored on a server in a secure data center.
Our server provider is committed to supporting Headwaters’ control over the data from all our programs. They commit to not disclose data from their servers to government agencies unless compelled and will challenge unlawful requests. Questions?

The SCI Youth Grant Pitch Contest is a competitive program from Social Capital Inc. that funds youth-led community improvement projects in Greater Boston. Teams of high school students in grades 9 through 12 residing in Essex, Middlesex, Norfolk, or Suffolk counties develop project ideas through coaching from local professionals, then pitch their proposals to a live panel of judges. Winning teams receive $1,000 to $2,000 in grant funding to execute their community-strengthening visions. The System Innovations Grant (Youth Opportunities Fund) is a multi-year funding opportunity from the Ontario Trillium Foundation that supports collaborative projects working to understand and strengthen systems so they function better for young people. Grants of up to $1,250,000 over five years fund collaboratives of two or more Ontario-based nonprofits aiming to create lasting systemic change that expands opportunities for youth ages 12 to 29, with a particular emphasis on Indigenous, Black, and other racialized youth facing systemic barriers. Eligible applicants are not-for-profit organizations incorporated for at least five years in Ontario with a mandate to serve youth, forming a formal collaborative. Indigenous- and Black-led organizations and collaboratives are prioritized. Applications were due March 11, 2026—check the Ontario Trillium Foundation website for upcoming intake cycles.
Improving Veteran Mental Health Grant Program is a grant from The Cigna Group Foundation that funds nonprofits providing housing stability and wraparound support services to improve the mental health of military veterans. The Foundation committed $9 million over three years addressing housing instability and its mental health impacts, as an estimated 40,000 veterans go without shelter nightly and 1.5 million are at risk of homelessness. Funded programs include mortgage and rental assistance, employment re-entry training, and housing development for veterans. Eligible nonprofits must leverage evidence-informed programs and align with at least one goal: increasing permanent housing, improving housing affordability, or enhancing wraparound services for veterans transitioning from shelters.
On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
