Kentucky Power Economic Growth Grants (K-PEGG) Providing Support to Our Local Communities We have a long history of collaboration and support for local, regional and state economic development. The Kentucky Power Economic Growth Grants (K-PEGG) supports and delivers significant new investment in economic development programs in eastern Kentucky.
The K-PEGG program provides resources for attracting new businesses, helping existing business customers expand, and assisting with developing new business and industrial real estate product, and economic development educational opportunities. It's available to businesses operating in our 20-county service area.
Our Economic Development Team will partner with city, county and regional economic development organizations in our service area. We'll evaluate and recommend the funding levels for eligible projects. All financial awards made through our economic development programs will be made at the discretion of our Economic Development Team and senior leadership.
An eligible organization must be a nonprofit entity, such as a city or county economic development organization, or a regional economic development organization. The organization must be in our service area. Requests for K-PEGG funds must meet specific program requirements.
The total planned giving for all awarded projects for any given year will not exceed the amount collected from non-residential customers through the Kentucky Economic Development Surcharge (KEDS) and matched by stockholders. This will be about $700,000 annually. We reserve the right to adjust potential grant awards based on competitive requests, appropriateness of requests, fund availability, and other criteria established by us.
The funds must be used for such programs or projects as: Economic Development Education K-PEGG funds can be used to provide educational opportunities for our local economic development practitioners in an effort to raise the bar of performance for our communities and partners who are focused on economic development.
Sites and Buildings - Product Improvement K-PEGG funds may be used for industrial/ business park feasibility studies, master plans for industrial shell buildings or business parks, environmental studies or cultural studies for site development, other studies specifically related to product development, or infrastructure improvements for a site.
K-PEGG funds may be used to develop collaborative marketing and promotional strategies, including targeting studies, marketing materials/brochures, website development, technology and software upgrades for marketing, attracting new industry programs, conducting special studies and research projects, and programs to encourage regional development.
Professional Consulting Projects K-PEGG funds can be used to hire economic development and site consultants to complete special projects related to their efforts. Potential projects could include: product improvement analysis, product identification analysis, product marketing programs, or target industry analysis. K-PEGG grant projects can be requested through our application process at any time as the program funds are available.
We reserve the right to adjust potential grant awards based on competitive requests, appropriateness of requests, fund availability and other established criteria. Grant funds will be awarded at the discretion of our leadership until funds have been exhausted. The program is designed to be flexible in an effort to meet any potential economic development needs year round, as deemed qualified by the K-PEGG review team. A request can be made at any time by completing this request form and by providing any necessary supplemental information. Incomplete applications will not be returned for revision.

The success of the Kentucky Power Economic Development Growth Grants (K-PEGG) and other grants illustrate the important partnerships the company is forming to bring businesses and jobs to our communities.
In the last five years, we have invested nearly $6 million in economic development in eastern Kentucky, including water and sewer projects, broadband expansion, industrial site development and certification, workforce research, and other worthy endeavors. The K-PEGG is funded through the Kentucky Economic Development Surcharge approved by the Kentucky Public Service Commission in 2015 and updated in 2017.
For every $1 collected monthly from non-residential customers, company stockholders match the customer contributions dollar for dollar to generate nearly $800,000 annually for investment at the local and regional levels. The program is available in all 20 counties served by Kentucky Power.
Recipient: Shaping our Appalachian Region Date of Grant: 04/05/2024 Amount of Grant: $200,000 Counties Served: All twenty counties in Kentucky Power's service territory Kentucky Power issued a K-PEGG to Shaping our Appalachian Region ("SOAR") to expand its remote worker attraction program, EKY Remote. The K-PEGG funding provided a match to secure $1,500,000. 00 from the Department of Local Government for additional program funding.
During 2024, SOAR had a total of 65 workers relocate to 14 eastern Kentucky counties from 13 other states. These workers have an average annual income of $117,000. 00 and contribute more than $250,000.
00 in annual taxes. The economic impact to the state is more than $1. 8 million.
The project is on-going and will be continued in 2025. Recipient: One East Kentucky Date of Grant: 03/01/2024 Counties Served: Floyd, Johnson, Lawrence, Letcher, Magoffin, Martin, Perry, and Pike Kentucky Power issued a K-PEGG to One East Kentucky to participate in an international recruiting mission to the InterBattery 2024 tradeshow in Seoul, South Korea.
InterBattery is the world's largest battery exhibition, with more than 1,300 companies represented. One East Kentucky traveled with a delegation of the Southern Economic Development Council and met with eight targeted companies in one-on-one meetings. Additionally, One East Kentucky spoke to company representatives at more than 50 booths at the show.
Marketing materials were distributed in Korean and English languages. Since the tradeshow, One East Kentucky has provided follow-up information requested by prospects about new initiatives in the region such as the International Landing Zone. All funds have been expended, and all reports are complete.
Recipient: Hazard-Perry County Economic Development Alliance Date of Grant: 06/26/2024 Counties Served: Breathitt, Knott, and Perry Kentucky Power issued a K-PEGG grant to Hazard-Perry County Economic Development Alliance ("HPCEDA") to support the organizational mission to attract, develop and expand a diversified business base in Perry County.
The Alliance's primary focus is marketing the Coal Fields Regional Industrial Park and jobs in general within the region. The grant enabled HPCEDA to recruit new businesses to the community and continue working with existing businesses in the community. Active partners with HPCEDA include One East KY, the Hazard-Perry County Chamber of Commerce, and a host of local businesses that financially support its organization.
All funds have been expended, and all reports are complete. Recipient: Kentucky Association for Economic Development Date of Grant: 06/26/2024 Counties Served: All twenty counties in Kentucky Power's service territory Kentucky Power issued a K-PEGG to the Kentucky Association for Economic Development ("KAED") to support the organization's goals of growing and building Kentucky, and the Kentucky Product Development Initiative ("KPDI").
KPDI remains underway for Round 2, and Round 3 is entering into the site visit stage. As a contributor to covering the costs for the third-party site consulting evaluations, K-PEGG played a critical role in the success of the program that continues to be desired by communities across the commonwealth. KAED saw 45 counties served in Round 2 of KPDI and reviewed 44 proposals for Round 3.
K-PEGG funds were allocated to cover consulting fees. The project is on-going and will continue in 2025. Recipient: Kentucky River Area Development District Date of Grant: 06/26/2024 Kentucky Power issued a K-PEGG to the Kentucky River Area Development District ("KRADD") to support a feasibility study for the City of Fleming-Neon to assess the practicality of a connectivity/office hub.
KRADD is in the process of procuring a professional to complete the study. No K-PEGG funds have been expended. The project is on-going and will continue in 2025.
Recipient: Big Sandy Area Development District Date of Grant: 06/26/2024 Amount of Grant: $100,000 Counties Served: Floyd, Johnson, Magoffin, Martin, and Pike Kentucky Power issued a K-PEGG to the Big Sandy Area Development District ("BSADD") as a match to the Appalachian Regional Commission's $400,000. 00 Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) grant.
BSADD will use the funds for its Fueling Innovation, Revitalization and Entrepreneurship ("FIRE") program. FIRE will offer a comprehensive array of small business development services tailored to foster a vibrant entrepreneurial ecosystem in the Big Sandy area. During 2024, BSADD purchased subscriptions to business intelligence platforms.
BSADD also has selected a business development specialist to manage the program. All reports are up to date, and the program will continue in 2025. Recipient: One East Kentucky Date of Grant: 08/24/2024 Counties Served: Floyd, Johnson, Lawrence, Letcher, Magoffin, Martin, Perry, and Pike Kentucky Power issued a K-PEGG to One East Kentucky for operational support.
During 2024, One East Kentucky developed and implemented a recruitment campaign to increase interest in industrial sites throughout the nine-county region. One East Kentucky held 60 meetings with companies looking to expand or relocate operations as a result of various trade show and road show recruiting trips. To date, the pipeline consists of 26 companies representing a potential 967 jobs and $1,237,000,000 in potential investment.
Additionally, One East Kentucky created new marketing campaigns to promote existing assets and launched a new property listing software hosted by GIS Webtech. All funds have been expended, and all reports are complete. Recipient: Boyd County Fiscal Court Date of Grant: 06/26/2024 Kentucky Power issued a K-PEGG to the Boyd County Fiscal Court to support economic development education for the economic development director.
The director attended the week-long Kentucky Institute for Economic Development course. Graduating from this course gives the participant credit for the International Economic Development Council ("IEDC") basic course and allows him the opportunity to participate in IEDC's economic development institute. All funds have been expended, and all reports are complete.
Recipient: Lewis County Fiscal Court Date of Grant: 06/26/2024 Kentucky Power issued a K-PEGG to the Lewis County Fiscal Court to support economic development education for the county judge executive. The judge executive attended the week-long Kentucky Institute for Economic Development course.
Graduating from this course gives the participant credit for the International Economic Development Council ("IEDC") basic course and allows him the opportunity to participate in IEDC's economic development institute. All funds have been expended, and all reports are complete.
Recipient: Greenup County Fiscal Court Date of Grant: 06/26/2024 Kentucky Power issued a K-PEGG to the Greenup County Fiscal Court to support economic development education for the grant's administrator. The administrator attended the week-long Kentucky Institute for Economic Development course.
Graduating from this course gives the participant credit for the International Economic Development Council ("IEDC") basic course and allows him the opportunity to participate in IEDC's economic development institute. All funds have been expended, and all reports are complete.
Recipient: Southeast Kentucky Economic Development Corporation Date of Grant: 08/23/2024 Amount of Grant: $150,000 Counties Served: All twenty counties in Kentucky Power's service territory Kentucky Power issued a K-PEGG to the Southeast Kentucky Economic Development Corporation ("SKED") for close-the-deal funding of the Infinity Design and Construction project in Martin. K-PEGG leveraged $1.
4 million in loan capital and provided a funding gap to SKED for the Infinity project. Infinity Design and Construction announced 36 new jobs and $1. 75 million in capital investment at the Floyd County facility.
All funds have been expended, and all reports are complete.
Recipient: Kentucky Association for Economic Development 2023-01 Date of Grant: 04/03/2023 Counties Served: All 20 counties in Kentucky Power's service territory Recipient: One East Kentucky 2023-02 Date of Grant: 04/10/2023 Counties Served: Floyd, Johnson, Lawrence, Letcher, Magoffin, Martin, Perry, and Pike Kentucky Power issued a K-PEGG to One East Kentucky for organizational support.
KPEGG funds were utilized to assist with costs associated with obtaining meetings with potential new employers, travel costs, participation in economic development conferences and marketing costs. One East Kentucky developed and implemented a recruitment campaign to increase interest in industrial sites throughout the nine-county region.
90 meetings with companies looking to expand or relocate operations occurred through various trade show and road show recruiting trips. Additionally, One East Kentucky created new marketing campaigns to promote existing assets and launched the region's first ever virtual speculative building program with a series of 6 dynamic building calculator tools implemented on the One East Kentucky website .
All funds have been expended and all reports are up to date. Recipient: Ashland Alliance 2023-03 Date of Grant: 05/05/2023 Amount of Grant: $115,250 Counties Served: Boyd and Greenup Kentucky Power issued a K-PEGG to Ashland Alliance to assist in its industrial recruitment efforts, the development of and EV sector in northeast Kentucky, marketing, and organizational support for management of economic development services.
Ashland Alliance coordinated with consultants to arrange 18 meetings with potential new employers and assisted Boyd and Greenup counties with 22 requests for information. Due to an organizational change, the remaining balance of 39,802. 89 will be transferred to KPEGG 2024-04.
All reports are up to date and this award is considered closed for administrative purposes.
Recipient: East Kentucky Manufacturing Institute (eKAMI) 2023-04 Date of Grant: 07/05/2023 Amount of Grant: $100,000 (partially funded; $200,000 request) Counties Served: Boyd, Breathitt, Carter, Elliott, Floyd, Greenup, Johnson, Knott, Lawrence, Letcher, Lewis, Magoffin, Martin, Morgan, Owsley, Perry, Pike and Rowan Kentucky Power issued a K-PEGG East Kentucky Manufacturing Institute to assist in upgrading its Mastercam software and equipment.
KPEGG funds made it possible for upgraded CAD software to be available to students both on and off campus. eKAMI has now graduated 250 individuals who were previously under or unemployed in eastern Kentucky. All funds have been expended and all reports are up to date.
Recipient: City of Ashland 2023-09 Date of Grant: 12/01/2023 Kentucky Power issued a K-PEGG to the City of Ashland for website development to include mapping and site-specific information about available commercial and industrial properties. Funds were awarded late in 2023. The first progress report is due March 31, 2024.
The project will be carried into 2024. Recipient: Shaping our Appalachian Region ("SOAR") 2023-10 Date of Grant: 12/06/2023 Amount of Grant: $50,000 awarded with pledge of $200,000(pending) Counties Served: All 20 counties in Kentucky Power's service territory Kentucky Power issued a K-PEGG to SOAR organizational support.
The funds will be used to assist SOAR in its mission to solve the deep-seated issue of population retention and growth in eastern Kentucky through its economic development efforts. K-PEGG has also pledged $200,000 as a match if other potential funding is received for the expansion of SOAR's remote worker relocation program. Funds were awarded late in 2023.
The first progress report is due March 31, 2024. The project will be carried into 2024. Recipient: Johnson County Fiscal Court 2023-14 Date of Grant: 11/09/2023 Kentucky Power issued a K-PEGG to Johnson County Fiscal Court for an economic development professional to attend a University of Oklahoma ("OUEDI") learning institute.
Funds were awarded late in 2023. The first progress report is due March 31, 2024. The project will be carried into 2024.
Recipient: Johnson County Fiscal Court 2022-02 Date of Grant: 03/09/2022 Amount of Grant: $275,000 Counties Served: Floyd, Johnson, Pike, Morgan, Magoffin and Martin Kentucky Power issued a K-PEGG to Johnson County Fiscal Court to continue the development of the Hager Hill Industrial Site.
Johnson County made application to the Kentucky Product Development Initiative for further upgrades and will use K-PEGG funding as the grant match if awarded.
Recipient: Ashland Alliance 2022-03 Date of Grant: 05/14/2022 Amount of Grant: $135,000 Counties Served: Boyd and Greenup Kentucky Power issued a K-PEGG to Ashland Alliance for professional consulting services for direct marketing of an industrial property in the City of Ashland and organizational support.
Ashland Alliance entered into a contract for lead generation and marketing with Research FDI and to engage its federal delegation in regard to additional redevelopment funding.
Recipient: One East Kentucky 2022-04 Date of Grant: 06/03/2022 Amount of Grant: $270,000 Counties Served: Perry, Pike, Martin, Johnson, Letcher Kentucky Power issued a K-PEGG to One East Kentucky for professional consulting services to create downtown development plans for the cities of: Whitesburg, Inez, Hazard, Pikeville, and Prestonsburg. One East entered into a contract with Retail Strategies in November 2022.
Retail Strategies will meet with local stakeholders in March, May and July 2023. The anticipated result will provide communities with tools necessary for downtown revitalization efforts to attract community-building businesses which enhance the quality of life and create jobs. The intent is to develop an atmosphere that will retain talent in the region and secure the workforce for industrial development.
Recipient: Hazard-Perry County Economic Development Alliance 2022-05 Date of Grant: 09/23/2022 Counties Served: Perry, Knott, Breathitt and Leslie Kentucky Power issued a K-PEGG grant to Hazard-Perry County Economic Development Alliance to support the organizational mission to attract, develop and expand a diversified business base in Perry County.
The Alliance's primary focus is marketing the Coal Fields Regional Industrial Park and jobs in general within the region.
Recipient: City of Pikeville 2022-06 Date of Grant: 10/07/2022 Kentucky Power issued a K-PEGG to the City of Pikeville to assist in the development of a medical industry cluster led by a non-profit organization (to be created) that will include city leaders, the regional hospital, institutions of higher education and businesses serving the industry.
The K-PEGG award will assist in the planning, development, and future implementation of the establishment of an industry cluster targeting healthcare research and product development.
Recipient: Shaping our Appalachian Region ("SOAR") 2022-07 Date of Grant: 10/10/2022 Amount of Grant: $100,000 Counties Served: All 20 counties in Kentucky Power's service territory Kentucky Power issued a K-PEGG to SOAR to fund events planned to increase awareness of eastern Kentucky culture and accomplishment; and to provide funds needed to establish a remote worker recruitment program designed to recruit 10,000 remote workers to eastern Kentucky over the next 10 years.
Recipient: CEDAR, Inc. 2022-08 Date of Grant: 11/07/2022 Counties Served: Breathitt, Boyd, Carter, Elliott, Floyd, Greenup, Johnson, Knott, Leslie, Letcher, Magoffin, Martin, Perry, Pike, and Owsley Kentucky Power issued a K-PEGG to CEDAR, Inc. to fund the continuation of the CEDAR Future of Work in Appalachia Education Program.
The program fosters a healthy entrepreneurial ecosystem and teaches students to embrace innovation in a way that brings positive change to their communities. These lessons will equip students with the skills needed to build a sustainable economy. The program is in its third year.
Kentucky Power participated in judging the Entrepreneurial Community Solutions Development Program contest. Recipient: Lawrence County Fiscal Court 2022-09 Date of Grant: 12/20/2022 Counties Served: All 20 counties in Kentucky Power's service territory Kentucky Power issued a K-PEGG to Lawrence County Fiscal Court to obtain professional consulting services to identify potential industrial sites and determine the needs of each.
Lawrence County entered into a contract with Next Move Group for services in January 2023. Recipient: City of Ashland 2022-10 Date of Grant: 12/15/2022 Kentucky Power issued a K-PEGG to the City of Ashland to assist in education for a newly hired economic development specialist. The specialist has completed the basic economic development course required to enroll in the University of Oklahoma Economic Development Institute.
The grant will assist the City of Ashland with tuition and travel to the institute's three required sessions. Recipient: Grayson Tourism Commission 2021-01 Date of Grant: 07/26/2021 Counties Served: Carter, Boyd, Elliott, Greenup, Johnson, Lawrence, Martin, Morgan, Lewis, and Rowan Kentucky Power issued a K-PEGG to Grayson Tourism Commission to assist in the completion of the Grayson Sports Park.
The City of Grayson and Grayson Tourism invested $7. 1 million in the park. The sports park is the only one of its kind in the FIVCO Area Development District (Boyd, Carter, Elliott, Greenup and Lawrence counties), making it a destination for the area.
The purpose of the park is to attract tourism into Grayson and the surrounding area, leading to a boost in economic development. Infrastructure construction is scheduled to begin in spring 2022.
Recipient: Johnson County Fiscal Court 2021-02 Date of Grant: 03/02/2021 Amount of Grant: $35,275 (partially funded; $310,675 requested) Counties Served: Floyd, Johnson, Pike, Morgan, Magoffin and Martin Kentucky Power issued a K-PEGG to Johnson County Fiscal Court to fund the design and engineering costs associated with the Johnson County Fiscal Court's pursuit of Kentucky Build Ready Certification at Hager Hill.
The K-PEGG committee will consider the remaining portions of the grant request for building pad and sewer construction after the design and engineering is complete.
Johnson County completed all necessary due diligence (site plat, master plan, building pad engineering, utility assessment, preliminary design and cost report for sewer upgrades, preliminary building design and construction plans, and storm water construction permit and was awarded Build Ready Certification by the Kentucky Cabinet for Economic Development.
Recipient: Ashland Alliance 2021-04 Date of Grant: 06/08/2021 Amount of Grant: $100,000 Counties Served: Boyd, Greenup, Carter, Elliott, and Lawrence Kentucky Power issued a K-PEGG to Ashland Alliance for marketing, professional consultation and organizational support. Lead generation has been a primary focus for Ashland Alliance. The organization participated in three recruitment trips resulting in eleven active leads.
Recipient: Martin County Fiscal Court 2021-05 Date of Grant: 07/07/2021 Amount of Grant: $25,000 (partially funded; $100,000 requested) Counties Served: Floyd, Johnson, Pike, Morgan, Magoffin and Martin Kentucky Power issued a K-PEGG to Martin County Fiscal Court to assist in the due diligence for the former Caney Mine shaft site feasibility for industrial use.
Martin County has completed the environmental Phase I assessment and used KPEGG funds to leverage United States Department of Agriculture Rural Business Development Grant funds for preliminary assessment and site preparation.
Recipient: Shaping Our Appalachian Region ("SOAR") 2021-06 Date of Grant: 07/29/2021 Counties Served: All 20 Counties in Kentucky Power's Service Territory Kentucky Power issued a K-PEGG to help facilitate two mini-summits in Kentucky Power's service territory. The first summit took place March 7-8, 2022 in Ashland. The date and location of the second summit is pending.
Recipient: eKentucky Advanced Manufacturing Institute 2021-08 Date of Grant: 11/19/2021 Amount of Grant: $100,000 (partially funded; $350,000 requested) Counties Served: Johnson, Martin, Lawrence, Floyd, Magoffin, Perry, Knott, Letcher, Pike, and Morgan Kentucky Power issued a K-PEGG to eKentucky Advanced Manufacturing Institute, Inc. ("eKAMI") to assist in digital upgrades to its website ($25,000), production of an eKAMI and eastern Kentucky promotional video ($25,000) and the purchase of an interactive digital presentation system ($50,000).

The project will create 50 jobs and retain 100 existing jobs over the next three years. This award helped the medical center leverage $6. 2 million in federal funding to complete the project.
Construction was scheduled to be complete by December 2020. Pikeville Medical Center used the space designated for this project as an overflow emergency department during the pandemic and the completion date is delayed to May 2021. All K-PEGG funds have been expended and all reports are complete.
One East Kentucky 2020-03 Date of Grant: 02/12/2020 Counties Served: Floyd, Johnson, Pike, Morgan, Magoffin, Letcher, Perry, Knott, Lawrence, and Martin Kentucky Power issued a K-PEGG grant to One East Kentucky in support of efforts to recruit industry, develop marketing materials, support regional chambers of commerce, initiate regional economic development strategies and enhance opportunities for industrial sites.
One East Kentucky used its K-PEGG grant award during the pandemic to participate in 15 regional strategy sessions, implement five new strategies, follow up with 100 prospective companies, and host six site visits during 2020. These meetings and visits have the potential to add 450 new jobs to the region. One East Kentucky also leveraged grant awards (such as K-PEGG) and contributions from other businesses to secure over $1.
2 million from Appalachian Regional Commission toward new strategic efforts over the next three years. All funds have been expended and all reports are complete. The program is a partnership between KAED and the Kentucky Cabinet for Economic Development ("KCED") to promote corporate investment and job growth across the Commonwealth. To achieve this initiative, KAED and KCED engaged Site Selection Group ("SSG") to manage the program. SSG evaluates and makes recommendations to the PDI committee to provide monetary assistance to create more competitive sites and buildings across Kentucky.
Twenty-seven properties submitted a full application to participate in the PDI. Fourteen communities were visited by Site Selectors Guild as part of the process and received feedback about their sites. All funds have been expended and all reports are complete.
Shaping Our Appalachian Region ("SOAR") 2020-09 Date of Grant: 06/01/2020 Counties Served: Kentucky Power 20-County Service Territory Kentucky Power issued a K-PEGG grant to help SOAR fulfill its mission of expanding job creation, enhancing regional opportunity, innovation, and identity, improving the quality of life, and supporting all those working to achieve these goals in Appalachian Kentucky.
