When organic material (such as food and yard waste) decomposes in a landfill, it emits methane (CH 4 ) and carbon dioxide (CO 2 ) — two gases that contribute to climate change. Methane has more than 80 times the global warming potential (GWP) of CO 2 over a 20‑year period. Methane is responsible for more than 25% of the global warming happening today.
By 2050, Washington is committed to reducing greenhouse gas emissions by 95% below 1990 levels . Compliance and design planning – funding to hire a consultant to evaluate and interpret compliance needs and develop a design plan to meet compliance requirements Monitoring – funding to purchase and install methane monitoring equipment, to conduct landfill methane monitoring, and to report emissions data Gas collection and control system – funding to purchase, install, and/or repair landfill gas collection and control system components (including an enclosed flare) and any other eligible costs related to meeting compliance Projects that maximize landfill gas collection and control – funding to implement projects that maximize landfill gas collection and control, and exceed the minimum methane emissions requirements outlined in Landfills—Methane Emissions, Chapter 70A.
