Notice of Funds Available: Local Enforcement Agency Grant Program (FY 2026-2027) - CalRecycle Home Page Notice of Funds Available: Local Enforcement Agency Grant Program (FY 2026-2027) The Department of Resources Recycling and Recovery (CalRecycle) administers a program to provide opportunities for the Local Enforcement Agencies (LEAs) in carrying out their solid waste facilities permit and inspection programs.
Pursuant to Public Resources Code, section 43230 , these grant awards are to be used solely for support of the solid waste facilities permit and inspection programs. Applicants are limited to CalRecycle-certified Local Enforcement Agencies pursuant to Public Resources Code, section 43200 and Title 14, California Code of regulations, Chapter 5, Article 2. 1, LEA Certification Requirements .
Grant funds will supplement the LEA’s existing budget for their solid waste facilities permit and inspection program. $1,500,000 available for fiscal year (FY) 2026-27 $96,000 is set aside for LEA training and outreach. The remaining $1,404,000 will be distributed among grant applicants on a pro-rata basis.

ca. gov . June 4, 2026 Secondary Due Date Approved Resolution, Letter of Commitment, or any other Applicant’s Required Authorization Documents must be uploaded to GMS by this date if they were not submitted with the application.
If the applicant does not have an EPPP Policy at the time of application submittal, an EPPP Policy must be adopted by this date. July 2026 (Tentative) Grants Awarded CalRecycle considers funding recommendations, and if approved, conditionally awards grants in this month. June 30, 2027 Grant Performance Period Grantee may incur costs from after the issuance of the Notice to Proceed to this date.
October 29, 2027 Deadline for Final Report, Final Payment Request, and Request for 10 Percent Withhold. The text of these Terms and Conditions may not be altered, changed or revised in any way, except in writing by mutual agreement of the parties pursuant to the Amendment provision herein.
