Clean Diesel Grant Program The U. S. EPA Clean Diesel Program provides support for projects that protect human health and improve air quality by reducing harmful emissions from diesel engines.
This program includes grants and rebates funded under the Diesel Emissions Reduction Act (DERA). Authority for clean diesel funding comes from DERA, part of the Energy Policy Act of 2005. As stipulated by the Act Seventy percent of the DERA appropriation is to be used for national competitive grants and rebates.
More information on these national grants can be found at https://www. epa. gov/dera/national Thirty percent of the DERA appropriation is allocated to the states and territories to fund programs for clean diesel programs.
Base funding is distributed to the states and territories using a formula based on overall participation. The LDEQ applies for funds from the thirty percent appropriation and makes these funds available to eligible parties, following guidelines established in https://www. epa.
gov/dera/state EPA awarded the first DERA grants in 2008, the American Recovery and Reinvestment Act (ARRA) grants in 2009, and grants from funds appropriated in Fiscal Years 2009 through 2016. Louisiana Clean Diesel Grant Program To the extent resources are available, EPA finalizes program awards by October 1 of every year.
The LDEQ anticipates that applications for the state DERA funds will be received, evaluated and awarded by the end of the calendar year. All funded projects must be completed by September 30 of the following year. Please reference the 2023-2024 Applicant Guide for Louisiana Clean Diesel Grant Program for more details on how to apply.
The LDEQ will award competitive grants to eligible organizations for projects that maximize the benefits to public health, create and/or sustain existing jobs, and reduce diesel emissions in Louisiana. Awarded grants will achieve diesel emissions reductions by retrofitting, upgrading, replacing, or reducing idling from on-road and off-road diesel engines and equipment.
All projects shall use EPA or California Air Resource Board (CARB) Verified Technologies.
Project funding for diesel emissions reduction grants will be consistent with the EPA Clean Diesel Program’s priorities in achieving the goals listed below: Public and non-profit organization participation; Maximize public health benefits; Create and/or sustain Louisiana jobs; Serve areas with the highest population densities or those with poor air quality such as ozone non-attainment and maintenance areas; Serve areas with a high concentration of air pollution from diesel engine fleets, including high traffic corridors, ports, rail yards, truck stops, and distribution centers; and Maximize the useful life of any certified engine configuration or verified technology.
LDEQ will commence expenditures and activities as quickly as possible consistent with prudent management when implementing this grant.

On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
