The Multifamily Consolidated Request for Proposals (RFP) is a competitive funding round, offered once per year, by consolidating and coordinating multiple multifamily housing capital funding resources into one application process.
It deploys significant capital funds and is the primary mechanism that Minnesota Housing uses to award and allocate federal and state resources. Applicants may request funding for a specific housing development and/or activities that meet a specific housing need. Applicants, generally, do not apply for specific funding sources.
During the evaluation period, Minnesota Housing identifies which funding sources are eligible for a given application. Housing Tax Credit (HTC) Round 1 is offered through the Multifamily Consolidated RFP and uses a forward selection process with selections taking place late in the calendar year preceding the allocation year of the HTCs.
The HTC’s Qualified Allocation Plan (QAP) and the Self-Scoring Worksheet set the policies and procedures used to score, evaluate, and select multifamily applications for funding that are submitted to the Multifamily Consolidated RFP. Additional capital funding programs available through the Multifamily Consolidated RFP may have further eligibility and requirements.

Application Materials Updates Many application documents are applicable for multiple years to align with the three-year Qualified Allocation Plan (QAP). Returning applicants from the 2025 Multifamily Consolidated RFP/2026 HTC Round 1 may reuse many of the same application forms for this year’s Multifamily Consolidated RFP/HTC Round 1.
Refer to the instructions on each document to identify if it is applicable for the 2026 Multifamily Consolidated RFP/2027 HTC funding rounds. Some supporting documents from 2025 may also be resubmitted unless the checklist or scoring item has a specific timing requirement.
Application forms identified as annual must be completed using the version applicable to the current Multifamily Consolidated RFP/HTC funding round, and new supporting documentation must be submitted. Outdated forms and/or supporting documents may have a negative impact on the project or be considered ineligible for further processing. Capital Funding and Program Resources Capital funding and program resources vary from year-to-year.
Generally, the Multifamily Consolidated RFP offers the following: Housing Tax Credits are allocated twice per year through a competitive process: Round 1, this is Multifamily Consolidated RFP/HTC funding round, when much of our other funding is also available, and Round 2, a smaller round of HTC but uses the same application materials from the Multifamily Consolidated RFP; HTC Round 2 generally does not offer the deferred loans.

5 million in Livable Communities grant program funding to be made available in the multifamily deferred pool of financing through the 2026 Multifamily Consolidated RFP. Only projects located in Livable Communities participating cities are eligible for these funds. Metropolitan Council partners with Minnesota Housing to utilize their application tool, the Multifamily Customer Portal. Livable Communities grant funding is evaluated based on the Metropolitan Council’s approved scoring criteria .
Awards are recommended for the highest-scoring projects, with consideration of the full ecosystem of funding and financing available through the Multifamily Consolidated RFP Livable Communities grants may be awarded without Minnesota Housing funding. However, a complete 2026 Multifamily Consolidated RFP/2027 HTC Round 1 application must be submitted to be considered.
Livable Communities grant funds require that the local government entity (city; county; or housing, economic, redevelopment, or port authority) in which the project is located serve as the grantee for the Livable Communities portion of funding. To confirm the local government is willing and able to serve as the grantee, developers/sponsors are required to submit a signed Acknowledgement of Receptivity Form from the City.
(Minneapolis-based projects only may submit a completed but unsigned Acknowledgement of Receptivity Form. Met Council staff will coordinate with the project team and City of Minneapolis staff to verify eligibility and have the form signed before awards are made.) All grants are reimbursement-based.
The local government serving as the Livable Communities grantee will enter into a sub-agreement with the project to claim reimbursement from the Met Council and pass funds on to the project.
Grantees (local government entity) must match Livable Communities awards made through the Multifamily Consolidated RFP on a dollar-for-dollar basis with a source of funding that is either directly from, or is designated by, the participating city, county, or development authority. Sources include CDBG, HOME, TIF, LAHA, Housing Trust Fund dollars, tax abatements, local housing revenue bonds, and the appraised value of donated land.
Livable Communities grants support primarily hard costs related to the construction and rehabilitation of affordable housing. Livable Communities grants do not pay for work done before the grant is awarded, except for reimbursement of qualifying land acquisition costs incurred no more than 24 months prior to the date of application.
Visit the Metropolitan Council Livable Communities development project webpage for a list of eligible uses. Steps to be Considered for Livable Communities Grant Funds Go to the Characteristics tab and select the “Metropolitan Council Livable Communities” characteristic. This will add the “General: Met Council Livable Communities Grant Fund” to your application checklist.
Within the checklist, there will be two forms “Acknowledgement of Receptivity Form” and “Livable Communities Supplemental Questionnaire”. Reach out to the local government entity (city; county; or housing, economic, redevelopment, or port authority) in which the project is located and request that they serve as the grantee for Met Council Livable Communities funds.
If they agree, they must complete and sign the Acknowledgement of Receptivity Form. Please approach the local government entity early in the process, as some require significant time to go through their approval process. Minneapolis-based projects may submit a completed but unsigned Acknowledgement of Receptivity Form.
Metropolitan Council staff will coordinate with the project team and City of Minneapolis staff to verify eligibility and have the form signed before awards are made. Upload the completed Metropolitan Council “Acknowledgement of Receptivity Form” and “Livable Communities Supplemental Questionnaire” to your application checklist prior to your 2026 Multifamily Consolidated RFP/2027 HTC Round 1 application submission.

Though applicants generally do not request a specific program, each program may have different eligibilities and requirements. Housing Tax Credits - Awards and allocates federal tax credits to owners of qualified affordable rental housing projects.
These HTCs, which offer a 10-year reduction in tax liability, are sold to investors in exchange for capital to build eligible affordable rental housing units in new construction, rehabilitation, or acquisition with rehabilitation.
Preservation - Prioritizes properties for preservation that are at risk of losing federal rental assistance due to poor physical condition, diminished owner capacity or owner commitment, or at risk of conversion to market (opting out of the rental assistance program).
Rent and Income Limits - HTC Rent and Income Limits, Fair Market Rents (FMR), Area Median Income (AMI) Supportive Housing - Ending Long-Term Homelessness Initiative, reports and studies on homelessness, service models, Minnesota Departments of Human Services (DHS) programs, Homeless Management Information Systems (HMIS).

Pre-Applications Information and Materials Two pre-applications are available for this 2026 Multifamily Consolidated RFP/2027 HTC Round 1: HUD Section 811 Project-Based Rental Assistance Program Innovative Construction Techniques Selection Criterion The materials for both pre-applications are now published on Minnesota Housing’s Application Materials webpage.
The pre-application checklists is available in the Multifamily Customer Portal and are due by noon Central time on Thursday, May 28, 2026. Pre-applications are optional; however, they are required for each funding round if the applicant is interested in obtaining eligibility for the project-based rental assistance and/or selection criterion. Minnesota Housing will notify applicants of eligibility prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program The HUD Section 811 Project-Based Rental Assistance (HUD Section 811 PRA) Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities.
Applicants must apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 to be eligible for the HUD Section 811 PRA Program funds available for units for people with disabilities. Innovative Construction Techniques Selection Criterion Minnesota Housing offers a selection criterion for projects that will use Innovative Construction Techniques (ICT). The ICT Selection Criterion and its requirements are outlined in the ICT Narrative and the Amended 2026-2028 Self-Scoring Worksheet . The Homeless Youth Program is a grant from the Illinois Department of Human Services that funds services for homeless and at-risk youth across Illinois.
