In July 2025, KDADS distributed almost $5 million in grants to over 35 organizations to help strengthen Home and Community-Based Services (HCBS) in Kansas. Grantees can use these funds to modify their programs to align with proposed unbundled Day Services definitions, gain or renew accreditations, and offer professional development opportunities for their staff. The New Day Grant helps HCBS Day Services providers adapt their service provision to align with proposed unbundled Day Services definitions, targeted to go into effect in summer 2026, and...

* Help individuals receiving Day Services access community-integrated services * Help individuals receiving Day Services access competitive integrated employment services, like Prevocational, Life Skills, Career Exploration and Planning, and Individualized Employment Support * Gain relevant accreditations, certifications, or licenses and help staff develop necessary skills * Adapt their program to align with proposed unbundled Day Services definitions **Any Kansas-based providers****of HCBS Day Services can apply for between $10,000 and $200,000** by themselves or as part of a partnership.

Projects must use grant funds to promote community integration, competitive integrated employment, and person-centered practices. All projects must also comply with other relevant Centers for Medicare & Medicaid Services (CMS) or Kansas Department for Aging and Disability Services (KDADS) policies. **You can find a complete description of the grant program in the Request for Application****under Helpful Resources.

** On March 24, KDADS hosted a pre-bid conference where interested applicants could learn more about the grant program, including a description of the program, the eligible and ineligible expenses, and how to complete the application. * Slides from the pre-bid conference * Recording of the pre-bid conference Kansas HCBS Day Services providers can apply if they meet ALL of the following conditions: 1. Serve individuals with Intellectual/Developmental Disabilities (I/DD) 2. Serve 25 or more unique individuals receiving HCBS 3.

Are a fully licensed Kansas HCBS Day Services provider 4. Are in good standing with KDADS, their Managed Care Organization (MCO), and their Community Developmental Disability Organization (CDDO) 5. Do not have an active KDADS, MCO, or CDDO Corrective Action Plan (CAP) **or** have an active KDADS, MCO, or CDDO CAP but can explain how they will use grant funds to mitigate it 6.

Will deliver services that align with the proposed unbundled Day Services definitions, will promote community integration and person-centered practices, and are consistent with the HCBS Settings Final Rule 7. Propose a project that meets at least one of the objectives of the grant Applicants must submit their National Provider Identifier (NPI) number.

Providers can submit only one application per NPI number, regardless of the number of sites they operate. Providers may apply in partnership with another provider or organization. The following section summarizes the eligible uses for grant funds.

Applicants can use grant funds for one of the following objectives: 1. **Objective 1: Unbundling Services**: Transforming an organization’s business model to align with proposed unbundled Day Services definitions, increase access to community-integrated services, and/or help individuals receiving services access competitive integrated employment services.

Costs may include: * Improving buildings, facilities, or major equipment * Licensing or credential fees * Marketing, communication, or translation * Moving expenses (e.g., packaging, renting vehicles or trailers, hiring moving companies, etc.) * Renting or purchasing new office space * Transportation for community integration (e.g., vehicle purchases, public transit, ride shares, vehicle repairs, vehicle modifications for accessibility, etc.) * Technology and equipment (e.g., hardware, software, installation costs, etc.) 2.

**Objective 2: Accreditation and Professional Development**Gaining and/or renewing accreditations, certifications, or licensure, and/or training staff on skills necessary to align with the proposed unbundled Day Services definitions.

Costs may include: * Paying staff or contractors * Accreditation, licensing, and credential fees * Technology and equipment (e.g., hardware, software, installation costs, etc.) * Training costs (e.g., trainers, materials, conference fees, travel costs, etc.) * Training stipends for staff 3. **Objective 3: Both**Combination of Objectives 1 and 2 above.

**This grant operates exclusively through reimbursement and excludes prospective payments. ** KDADS will reimburse grantees for eligible purchases they make during the grant period. Grantees must incur and pay expenses first and then submit proof of payment in the organization’s name for reimbursement.

Ineligible expenses include, but are not limited to, the following; * Payments for existing debts or loans * Employment activities that do not meet all federal and state requirements for competitive integrated employment (e.g., employment activities that do not pay at least minimum wage) * Lobbying or political activities * Entertainment or social activities * Program supplies (e.g., activity supplies, office supplies, cleaning supplies, etc.) * Personal care supplies, food, or equipment for individuals receiving services * Expenses not related to the specific project * Expenses unrelated to the goals of the grant * Equipment or technology given to individuals for their permanent use * Staff time to attend training outside normal work hours In addition to these ineligible expenses, applicants cannot use grant funds to supplant or replace any other form of payment, reimbursement, or regulatory requirements related to current program contracts they may have with KDADS or any other guidelines.

Expenses before or after the grant period will not be reimbursed. KDADS may reject, in whole or part, any applications that include ineligible expenses. For questions about the grant program, please email KDADSgrants@pcgus.
