NJ Division of Taxation - ANCHOR Program Affordable New Jersey Communities for Homeowners and Renters (ANCHOR) This program offers property tax relief to New Jersey residents who own or rent property in New Jersey as their main home and meet certain income limits. This year's ANCHOR benefit is based on residency, income, and age from 2025.
Seniors and Social Security/Railroad Retirement Disability Benefit Recipients You must complete the combined Application for Property Tax Relief, Form PAS-1, to file for your ANCHOR benefit, even if you do not qualify for all three programs. You must either file online or complete the paper application; we will not automatically file the application on your behalf.
Under 65 and Not Collecting Social Security/Railroad Retirement Disability Benefits Most eligible filers will have their 2025 ANCHOR applications, Form ANC-1, auto-filed and will receive an ANCHOR Benefit Confirmation Letter in August 2026.
Eligible individuals whose ANC-1 applications are not auto-filed can file the property tax relief application electronically or download the ANC-1 application and submit it by mail when the application becomes available. Check back for updated filing details. The Division filed ANCHOR applications on behalf of many eligible New Jersey homeowners and renters under age 65 who are not receiving Social Security disability benefits.
On August 13, 2025, we mailed Anchor Benefit Confirmation Letters to these applicants. Applicants who received a letter and needed to update banking information, request a paper check, or decline the filing were required to submit their own application by September 15, 2025 . Applicants who did not receive a letter may submit an Application for Property Tax Relief on their own by October 31, 2025 .

ANCHOR Homeowner Eligibility Requirements You were a New Jersey resident; and You owned and occupied a home in New Jersey that was your principal residence (main home) on October 1, 2024; and Your home was subject to property taxes; and Your 2024 New Jersey gross income was not more than $250,000.
ANCHOR Renter Eligibility Requirements You were a New Jersey resident; and You rented and occupied a residence in New Jersey that was your principal residence (main home) on October 1, 2024; and Your name was on the lease or rental agreement; and The rental property was subject to local property taxes, (see Qualified and Non-Qualified Rental Properties); and Your 2024 New Jersey gross income was not more than $150,000.
The deadline to apply for the 2025 application is November 2, 2026. Returning a Benefit Check We encourage anyone who mistakenly receives a benefit check to return the check to the New Jersey Division of Taxation, PO BOX 266, Trenton, NJ 08695-0266.
