NOAA has opened a competition for the establishment of a new Cooperative Institute focused on high-impact, interdisciplinary research within the Northern Gulf of America (CINGA), under funding opportunity NOAA-OAR-CIAO-2026-32786.
The Cooperative Institute will advance NOAA mission-aligned research with significant focus on AI and machine learning for environmental modeling and analysis, weather and ocean forecasting, and hazard prediction.
Priority research themes include: improving forecasting capabilities for weather, ocean, and hazards associated with environmental variabilities using AI-enhanced models; promoting sustainable development of marine and coastal resources; enhancing data stewardship and AI-ready data infrastructure; and advancing AI/ML applications for climate-driven environmental change.
The Cooperative Institute will operate as a center of excellence partnering with NOAA laboratories to develop next-generation prediction systems, support data-driven decision making, and foster collaborative research, education, and outreach. Applications open December 4, 2025 and close February 2, 2026, with the new Cooperative Institute expected to begin operations in 2026.
