Solicitation Name Legislation Summary of Services Posting Date CYMHTA Family Systems Navigator The Behavioral Health Administration anticipates releasing a competitive solicitation for the Children and Youth Mental Health Treatment Act (CYMHTA) Family Systems Navigator Services.
This solicitation will seek a qualified contractor to provide navigation and advocacy services for children, youth, and their families who are seeking or receiving services under the Children and Youth Mental Health Treatment Act (CYMHTA). Family Systems Navigator Services will help families understand and apply for public benefits, when appropriate.
This may include programs such as Supplemental Security Income (SSI), Medicaid, and related buy-in programs or waivers. Services will also include coordinating with behavioral health providers and maintaining ongoing communication and support for families throughout the CYMHTA process.
Advocacy services will support families, at their request, at any stage of the CYMHTA process, including applying for services, appealing decisions, or navigating ongoing care. Persistent Drunk Driving (PDD) Program The Behavioral Health Administration will be issuing a solicitation for a contractor to coordinate and deliver statewide trainings that support Colorado’s impaired driving education and treatment system.
The contractor will provide trainings for providers at multiple levels, including Train-the-Trainer instruction, Level I provider trainings, and Level II provider trainings. These trainings support the delivery of education and therapy services for individuals involved in Colorado’s impaired driving programs and must align with state laws and rules.
Required trainings include Driving With Care®, Driving with Care for Underage Impaired Drivers®, and Interlock Enhancement Counseling®. This project supports the continued development and statewide expansion of the IMPACT BH program, aimed at strengthening perinatal behavioral health systems across inpatient, outpatient, and community settings.
The goal is to increase access to behavioral health supports and reduce maternal morbidity and mortality related to behavioral health, substance use, and social needs. February 2026 PREVAIL (formerly LEAD) is a voluntary, community-based program offering an alternative to arrest and traditional criminal justice processing.
The initiative connects adults and youth with unmet behavioral health or substance use needs to intensive, trauma-informed case management and wraparound services, aiming to reduce high-risk behaviors, strengthen community safety, and support long-term well-being. February 2026 Recently Closed Solicitations and Grants BHA has been excited to see the outpouring of interest and number of applications for these grant programs.
BHA is eager to partner with the proposed awardees and implement innovative programs that will greatly enhance Colorado's behavioral health system. The immense amount of effort that the community has put toward these grant applications is greatly appreciated. BHA is not accepting any further applications into these grant programs at this time.
After vendors receive their Notice of Award, BHA procurement and contracting team reaches out for next steps in contract execution. All the awarded applicants are invited to a kick-off meeting where the next steps are being explained and further BHA team introductions are made. Once an agreement is executed, work can begin.
An agreement is considered to be executed when all parties, including the State Controller, sign it. Solicitation Number/Name Legislation Summary of Services Notice of Intent to Award (NOI) Link Recovery Residence Certification RFP IBEH 2026000109 House Bill 19-1009, signed on May 23, 2019, directs the BHA to select a certifying body for recovery residences. This body must use national standards in its certification process.
All recovery residences in Colorado must be certified to operate, ensuring they provide safe, supported, and accountable environments aligned with best practices. Pending I Matter- RFP IBEH 2026000107 The I Matter Program, led by BHA, provides free mental health and substance use counseling for Colorado youth.
Authorized through 2034, it offers up to six free therapy sessions—online or in person—for youth 18 and under, and up to 21 if receiving special education services. The program reduces barriers to care, supports early intervention, ensures equitable access, and uses data to improve services.
Pending Mental Health Safety Net Funding in the BHASO System BHA is requesting information from Comprehensive Behavioral Health Providers and Essential Safety Net Providers on the costs and funding needs associated with the provision of services for individuals with mental health needs and closing gaps in the mental health continuum of care. Information gathered through this RFI will inform network development by the BHASOs.
Closed FY26 Co-Responder Expansion Long-Bill BHA seeks to continue and expand the Co-Responder program to foster law enforcement and behavioral health partnerships, and which identify calls for service wherein behavioral health (mental health and/or substance use disorders) appear to be a relevant factor.
NOI Community Engagement Communications DQ IBEH 2025000110 BHA is looking for a vendor who provides communication and community engagement technical assistance to High-Fidelity Wraparound (COACT Colorado) program stakeholders; focusing on state-supported HFW services and providers, referral sources, and mental health care providers NOI Urban-focused Health Agency for American Indian & Alaskan Native Populations SAMHSA The purpose of this grant’s subaward is to provide substance use services to the American Indian and Alaska Native population in the greater Denver area in accordance with the Colorado State Opioid Response Grant requirements.
SAMHSA recognizes that American Indian and Alaskan Natives persons are at risk of opioid and stimulant use disorders, and due to historical marginalization have not had access to treatment services.
NOI Family/Peer Support and Youth Voice Vendor : RFP IBEH 2025000042 BHA is looking for a vendor who provides youth peer support technical assistance for the COACT with a youth peer support infrastructure technical assistance to the BHA on this topic and related youth voice and engagement development.
NOI Community Investment Grant Capital Project : RFA IBEH 2025000037 In 2024, the statute was amended to expand the allowable uses of Community Investment Grants to include funding for a new capital construction project that has progressed through the design review process, has obtained approval for applicable development and building permits, provides access to multiple critical services in one central location within the community served, is easily accessible by first responders and community members, and demonstrates strong community support.
