Permanent Supportive Housing (PSH) Development Program is a grant and loan program from the Illinois Housing Development Authority (IHDA) that funds the development of affordable housing paired with elective supportive services for people experiencing homelessness, disability, or other complex challenges. The program provides loans, forgivable loans, and grants to non-profit, for-profit, and joint venture development teams.

Hence, the Authority provided a grant to the Corporation for Supportive Housing to implement the Supportive Housing Institute in Illinois. The Institute creates a pipeline for developers who have limited interaction or history with supportive housing development or the Authority’s funding programs.
Projects proposed in locations outside of the Chicago-Metro region where there is a high level of unmet need for permanent supportive housing are strongly encouraged to apply. Developers can include, but are not limited to, organizations who provide social services to supportive housing populations and are interested in building supportive housing.
Interested developers will have the opportunity to attend 10 training sessions, receive technical assistance, and assemble a team to design a detailed development and management plan to create high-quality supportive housing. After the conclusion of the training sessions, developers will be positioned to apply for funding including to the Authority’s Permanent Supportive Housing (PSH) Development program.
Development teams typically consist of a property manager, developer and service provider. Since 2022, the Authority has had a total of 38 teams participate with different levels of expertise and experience. Each team targets a variety of priority populations such as people experiencing chronic homelessness, veterans, people with disabilities, seniors, the re-entry community, and more.
Projects have successfully been awarded under both the PSH Development, LIHTC 4%, and LIHTC 9%. Additionally, developers will be able to work with CSH to apply for predevelopment financing to help kickstart their projects and earn a Predevelopment Quality Endorsement, certifying their projects meet the highest standards for supportive housing.
Both the Institute and the endorsement can help projects score points under the Request for Applications (RFA) for the PSH Development program. Applications for the 2026 Supportive Housing Institute are open until January 30, 2026. Interested applicants are encouraged to attend one of two introductory webinars scheduled during in December and January.
