[](https://www. michigan. gov/mde "Michigan Department of Education") The Section 35m Committee for Literacy Achievement/HQ Literacy Materials Grant Section 35m of the FY 2025 State School Aid Act provides $87,000,000 to the Michigan Department of Education (MDE) to create a Committee for Literacy Achievement and allocate funding based on a rankings list of materials.
The Committee for Literacy Achievement will critically evaluate literacy series and materials, literacy professional development, and literacy tools or services. The Committee for Literacy Achievement will also create and maintain a rankings list for all literacy items the committee has evaluated.
Once lists are established, districts will apply for funding based on the rankings list of literacy items (e.g., literacy series, materials, professional development, tools, and services). Section 35m grant funding is included in the FY 2026 State School Aid Act. More details regarding the grant process will be shared when available.
The Reading Excellence and Advancing District (READ) Innovation Grant Section 35n of the FY 2025 State School Aid Act provides $10,000,000 to the MDE to administer the competitive READ Innovation grant. The MDE will work with the literacy commission to establish the structure of the competition, select finalists, and select $500,000 winners. The Section 35n grant was not included in the FY 2026 State School Aid Act.
Language Essentials for Teachers of Reading and Spelling (LETRS) Training Grant Section 35a(10) of FY 26 State School Aid Act allocates $10,000,000 to the MDE to administer and provide training of, in partnership with Lexia® Learning: LETRS (Grades K-3) or LETRS for Early Childhood Educators (LETRS EC) (Pre-K) to interested pre-K to grade 6 educators and pre-K-12 certified special education personnel with endorsements in learning disabilities, emotional impairments, or speech and language impairments.
Intermediate School District (ISD) Early Literacy Coach Grant Section 35a(4) of the FY 26 State School Aid Act provides $42,000,000 for early literacy coaches at ISDs to assist teachers in developing and implementing instructional strategies for pupils in grades Pre-K-5 so that pupils are reading at grade level by the end of Grade 3.
Each ISD is eligible to receive $125,000 per coach from the MDE and must have a minimum of 2 early literacy coaches. Additional Instructional Time Grant Section 35a(5) of the FY 25 State School Aid Act provides $19,900,000 to districts for additional instructional time to pupils in Grades Pre-K-5 who have been identified as needing additional supports and interventions in order to be reading at grade level by the end of Grade 3.
The Section 35a(5) grant was not included in the FY 2026 State School Aid Act. Michigan Comprehensive Literacy State Development Grant The MDE received a 5-year $16 Million award for the Comprehensive Literacy State Development Grant from the U. S.
Department of Education. The first year of funding totals $3,175,598 which will be dispersed to five subgrantee Local Educational Agencies (LEAs) to build an educational and professional development literacy system to serve children and students from Birth to Grade 12. This award will specifically focus on high-need, geographically diverse LEAs located in Qualified Opportunity Zones.

The National Leadership Grants for Libraries Program (NLG-L) supports projects that address critical needs of the library and archives fields and have the potential to advance practice and strengthen library and archival services for the American public. Successful proposals will generate results such as new models, tools, research findings, services, practices, and/or alliances that can be widely used, adapted, scaled, or replicated to extend and leverage the benefits of federal investment. Applications to IMLS should both advance knowledge and understanding and ensure that the federal investment made generates benefits to society. Specifically, the goals for this program are to generate projects of far-reaching impact that: • Build the workforce and institutional capacity for managing the national information infrastructure and serving the information and education needs of the public. • Build the capacity of libraries and archives to lead and contribute to efforts that improve community well-being and strengthen civic engagement. • Improve the ability of libraries and archives to provide broad access to and use of information and collections with emphasis on collaboration to avoid duplication and maximize reach. • Strengthen the ability of libraries to provide services to affected communities in the event of an emergency or disaster. • Strengthen the ability of libraries, archives, and museums to work collaboratively for the benefit of the communities they serve.
