As a global center for semiconductor research & development, many Oregon companies play a critical role in regaining America’s technological leadership in the production of semiconductors. The Research and Development Tax Credit for Semiconductors is intended to build on Oregon’s strengths by recognizing and furthering the contributions of this industry to the economy.
The R&D Tax Credit offers eligible companies roughly 15% in tax credits for qualified research expenses or basic research payments in Oregon, up to $4 million per taxpayer, per year. The credit is available through tax year 2029 with a cap on the total credit available each year.
The R&D Tax Credit is partially refundable for companies with 3,000 employees or fewer, and non-refundable amounts may be carried forward for five consecutive tax years. Business Oregon and the Oregon Department of Revenue jointly administer the R&D Tax Credit for Semiconductors. The 2025 certification deadline was October 15 th , 2025 and the 2025 application period is now closed.
The 2026 certification deadline will be October 15 th , 2026. Please check back for updates on when the certification forms will become available. The certification process includes the reporting of actual and estimated R&D expenditures.
More accuracy in the estimation of the overall tax credit to be certified will be achieved using actual tax year expenditures. To that end, the certification process will open in the latter half of the calendar year in anticipation of the annual October 15 th application deadline. Certification materials submitted to Business Oregon are exempt from public disclosure under ORS 192.
