Currently these funds are only available for communities that are listed on the Kansas Department of Health and Environment’s Consent Order list. Communities can receive up to $2,000 per beneficiary up to $600,000 (<5,000 population) and $800,000 (>5,000). Deadline: Part of the Commerce CDBG Annual Competitive Round.

Organization: Kansas Department of Commerce Community Development Block Grant (CDBG) – Regional Water Planning Grant A portion of CDBG Funding is available for Regional Water Planning Grants to promote the collaboration and consolidation of water systems throughout the state of Kansas.
This grant opportunity is in conjunction with KDHE’s Regional Water Planning Grant. CDBG will provide 50 percent to develop a preliminary engineering study up to a maximum. The 50 percent match can come from local cash or combined with the KDHE Regional PWS Planning Grant Program.
Deadline: Rolling application. Check the website for more details. Organization: Kansas Department of Commerce Kansas Public Water Supply Loan Fund Loans for water and wastewater projects for construction of public water supply system infrastructure for municipally owned water systems and RWDs.
Loans are 20 years at below market interest rates. Higher ranking given to projects that address the most serious health risks, that are necessary to assure compliance with drinking water regulations and assist public water supplies most in need. Deadline: Complete Project Submittal Form by June or December.
Organization: Kansas Department of Health and Environment Regional Public Water Supply Planning Grants Grants that can provide for 50% of the cost (up to $12,500) for developing engineering studies that evaluate regional solutions to public water supply needs.
In order for a municipality to be eligible for a Regional Public Water Supply Planning Grant, the engineering study must evaluate public water supply system consolidation, Public Wholesale Water Supply District formation, or other infrastructure projects that benefit a minimum of 3 public water supply systems – 2 of which are not currently connected to each other.

Organization: Kansas Department of Health and Environment Small Public Water Supply Planning Grants Grants that can provide for 50% of the cost (up to $5,000) for developing engineering studies for public water supply systems serving a population of 1,000 or less that are out of compliance with drinking water regulations.
Deadline: Applications accepted on a continuous basis until all funds are committed. Organization: Kansas Department of Health and Environment USDA Rural Development – Special Evaluation Assistance for Rural Communities and Households (SEARCH) Program provides financial assistance for very small, financially distressed rural communities for proposed water and waste disposal projects.
Funds are to be used for the purpose of predevelopment feasibility studies, design assistance, and technical assistance. Areas to be served must be rural areas not in a city or town or populations of 2,500 or less and the area must also have a median household income below the poverty line or less than 80% of the statewide non-metropolitan median household income based on latest Census data. Deadline: Throughout year.
Organization: USDA Rural Development USDA Rural Development – Water & Waste Disposal Loan & Grant Program Loans and grants to help fund clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas and towns with fewer than 10,000 people.
