Small Business Impact Loan Program Small Business Impact Loan Program The City of Des Moines Small Business Impact Loan Program is designed to provide targeted financial assistance for small businesses that are ready to launch, expand, or scale but face barriers to accessing traditional lending sources. These small-dollar, short-term loans have a minimum loan amount of $5,000 and a maximum loan amount of $20,000.
Repayment periods vary depending on the loan's size, the type of project, and the position of the applicant (they will typically be between 1-5 years, and are no longer than 5 years). Interest rates are fixed at the prime rate at the time of loan origination.
To be eligible for this program, small businesses must demonstrate a lack of access to traditional funding (i.e., denial of bank loan or similar) and demonstrate a brick and mortar, commercial location within the City of Des Moines. Read through the program guidelines and other application documents found at the bottom of this page (scroll to "Program Documents"), and contact Small Business Support Center staff to see if your business meets the criteria for this program. 2. Fill out a Pre-Qualification Form .
This form serves as a formal "eligibility check" that, if you are determined to qualify, will allow you to proceed with a full, formal loan application. The Pre-Qualification Form can be completed in CSS , the City's online permit/application portal.
Here's how you access the form: Once submitted, Small Business Support Center staff will reach out, ask a few follow up questions, and confirm in writing your eligibility for the program and instruct you to submit a full application if interested. 3. The full program application is also completed in CSS and is accessed in the same way as the Pre-Qualification Form.
The full application form's title is "Small Business Impact Loan Full Application." Note that this application can be started, stopped, and saved, so you don't have complete it all in one sitting. In addition to the application form, there are some supplemental materials (business information, financial information) that are required to be uploaded through a separate, secure file transfer system upon application submission.
Small Business Support Center staff have prepared templates for many of the forms/documents that are required to be submitted - feel free to download and edit them for the purposes of your application.

Once a formal loan application is submitted, Small Business Support Center staff will review the application for completeness and may follow up with you to ask some clarifying questions.
The City's Loan Review Committee, who meets monthly, will then review loan applications within one month of their submission date , and applicants will be alerted immediately after the Committee's decision whether their loan request is approved or denied. For approved loan requests, funds will be distributed to applicants within approximately two weeks of loan contract signing.
It is typical that, if approved, no more than 6 weeks pass between a loan application's submittal and distribution of funds. 5. If approved, applicants will confirm a repayment method with City staff and begin repaying the loan two months after their receipt of funds in accordance with a monthly loan repayment schedule created by the City.
There are no penalties if loans are paid off early.
