The purpose of the SHSP is to enhance national resilience to recover from incidents, both natural and manmade, as well as to implement the goals and objectives included in the State Homeland Security Strategies and Initiatives in the State Preparedness Report (SPR).
Activities implemented under SHSP must support terrorism preparedness by building or enhancing capabilities that relate to prevention, protection, mitigation, response, and recovery. NJOHSP utilizes a risk-based formula to distribute much of the available funding to New Jersey’s four regions: Urban Area Security Initiative, Northwest, Shore and Delaware River.
Awardees must program 35 percent of the funds to support law enforcement counterterrorism activities in the areas of prevention and protection. Further, the US Department of Homeland Security requires each state/territory to invest grant funds toward six national priority areas: 1. Enhancing Cybersecurity 2.
Enhancing Intelligence and Information Sharing 3. Protection of Soft Targets and Crowded Places 4. Combatting Domestic Violent Extremism 5.
Community Preparedness and Resilience 6. Enhancing Election Security New Jersey remains cognizant of the need to include and encourage the active involvement of participants representing all relevant disciplines in the process of homeland security planning. Within each county government, a multidiscipline working group, the County Working Group (CWG), is convened to act on the operational and procurement details of the programs.
