Photo: OCHA/ Sevim Turkmani Non-governmental organizations interested in applying for funding under the Syria Humanitarian Fund (SHF) are required to participate in an eligibility process.
To become eligible for direct funding, non-governmental partners need to fulfil the following three criteria: Passed the SHF capacity assessment. Due diligence status in the SHF One Grant Management System is approved. Has no outstanding SHF oversight and compliance issues.
Briefly the SHF capacity assessments is as follows: Step 1: Partner prioritization/recommendation . The SHF may adopt different modalities for assessing prospective partners. Informed by the outcome of the discussions/analysis on the gaps in partners’ presence per specific location or sector, the Fund will decide on the preferred outreach strategy.
The Fund may allow partners to start the application process for eligibility either throughout the year or through calls for expressions of interest with specific windows of time. Step 2: Registration in the UN Partner Portal and Grants Management System . Ahead of starting the capacity assessment process, prospective partners undergo a preliminary screening process.
The preliminary screening is a mandatory step in the eligibility process for SHF and adapted to the context. The SHF includes a questionnaire with a set of globally standardized questions, and country-specific questionnaire. Initial screening is performed to ensure that prospective partners meet minimum requirements to qualify for a full capacity assessment.
Prospective CBPF partners are required to register in the UN Partner Portal (UNPP). After registration in the UNPP and successful completion of the preliminary screening, the prospective partner can request access to the CBPF GMS by contacting the HFU. Step 3: Due Diligence and Capacity Assessment .
During the full capacity assessment, the SHF conducts a desk-based review of the documents provided by the prospective partner. The HFU verifies the application of related policies and systems through visits to the partner’s main or field offices as appropriate. Through these combined methodologies, the HFU assesses the partner’s capacity to determine eligibility and initial risk levels of High, Medium or Low.
