Urban and Community Development Programs (UCDP) are administered by New York State Empire State Development (ESD) to support commercial district revitalization and community economic development across New York State.
The program funds eligible organizations undertaking commercial revitalization activities such as neighborhood planning, streetscape improvements, business retention and attraction, and local economic development strategies. Eligible applicants include business improvement districts (BIDs), local development corporations, other not-for-profit economic development organizations, and municipalities engaged in commercial revitalization.
Grant amounts vary based on project location, costs, and available program funding.
