Workforce Pell | Department of Education | Commonwealth of Pennsylvania The budget reconciliation bill ( H. R. 1 ) that Congress passed on July 3, 2025 includes Workforce Pell legislation that would expand federal Pell Grant eligibility to learners and workers who want to pursue a short-term job training program.
Federal law requires the Governor, in consultation with the Workforce Development Board and the Department of Education, to determine eligible programs that are high-skill, high-wage, in-demand, stackable, and portable across employers. Once the list of eligible occupations is determined, PA postsecondary institutions may request approval of short-term training programs to determine eligibility for Workforce Pell funding.
The Workforce Pell program, which will go into effect on July 1, 2026, includes a number of metrics and requirements for program eligibility and state verification. The federal negotiated rulemaking committee reached consensus on Workforce Pell, but final rules and related guidance are still pending.
NOTE: This page and forthcoming state policy development will be updated in accordance with program implementation and the issuance of final federal rulemaking publications. Table 1 lists the initial occupations that are being considered to determine the eligible programs that will meet Workforce Pell criteria for the 2026-27 academic year.

The California Department of Education (CDE) Early Education Division is making approximately .7 million available to expand California State Preschool Program (CSPP) services statewide, appropriated under the 2021 Budget Act. Eligible applicants are local educational agencies (LEAs), including school districts, county offices of education, community college districts, and direct-funded charter schools—both current CSPP contractors and new applicants.
