One grant will be awarded through a competitive process. L&I developed this grant opportunity as part of a broader, collaborative framework to align workforce strategies with both regional economic development goals and statewide priorities.
The WPDI Grant is designed to support the development of a comprehensive investment plan focused on building regional capacity and creating industry-led solutions to ensure Pennsylvanians have the appropriate skills and experiences essential to the construction, power, supply and operations of Pennsylvania’s digital infrastructure—particularly in the data center sector.
Applicants must apply in partnership with other eligible entities; however, the application needs to identify one partner as the applicant. The partnership will serve as the regional response team and must include, at a minimum, representation from each eligible partner type listed below hence forth known as the required partners. If the applicant already meets one of these categories, that requirement is satisfied.
Required partners must be identified at the time of application and include: • Local Workforce Development Board • Community College • Career and Technical Center • Economic Development Organization • Organized Labor • Utility, Water, Energy Industry Employers or Labor-Management Contractors ## Reporting Requirements Grantees will be required to submit program and fiscal progress reports during and upon conclusion of the funded project to L&I as designated in the terms and conditions of the award.
All required forms will be provided by L&I and will be outlined in the award package. All close-out final reports are to be submitted within 60 days after the period of performance end date, or within 60 days of full expenditure, whichever comes first.
In addition to report submissions, grantees are required to participate in routine calls with L&I staff, unless otherwise determined, to identify grant progression, share best practices, and receive technical support. Additional information will be provided upon award selection. Grantees may be required to work with an evaluator.
