The Clean Off-Road Equipment Voucher Incentive Project (CORE) is an incentive project that encourages California off-road equipment users to purchase or lease commercially available zero-emission off-road equipment. This streamlined voucher incentive project helps offset the higher upfront cost of zero-emission technology with a point-of-sale discount.
There is no scrappage requirement, and additional funding is available for charging and fueling infrastructure, equipment deployed in disadvantaged communities, and small businesses. Demand for funding in CORE has been high, and the project has been oversubscribed each funding cycle since it first opened for voucher requests in 2020.
The CORE project has also witnessed a significant expansion in zero-emission off-road equipment, with the number of eligible equipment types increasing by a factor of 15, the number of participating dealers growing more than 5-fold, and the number of original equipment manufacturers (OEMs) nearly quadrupling. Zero-emission off-road equipment may be added to the eligible catalog on an ongoing basis.

Approximately $6-7 Million in CORE Professional Landscape Service Equipment voucher funding is also available for small business landscaping professionals and sole proprietors.
