* This page, Economic Development Incentive Program (EDIP), is offered by * Massachusetts Office of Business Development * 2026 EACC MEETINGS and EDIP APPLICATION DEADLINES * Approval of the Tax Credits * Program Staff Contact Information **The Economic Development Incentive Program (EDIP)** is designed to foster the creation of quality full time jobs in every corner of the Commonwealth by responsibly awarding attractive tax credits to businesses committed to starting and growing in Massachusetts.
The program directs awards to projects that leverage private investments to create jobs and generate new economic activity across the state. Approved projects typically receive an award aligned with their job creation commitment and other factors.
Average awards are typically between $10,000 and $15,000 per job but may vary based on other considerations such as: * Whether the project is located in a Gateway City, a rural or small town, or an area of economic need. * Whether the project is in a high-priority sector, such as technology, artificial intelligence, climate technology, advanced manufacturing, medical or robotics industries.
* The wages of jobs created and benefits offered by the project. * Whether the applicant is an emerging company with high-growth potential for significant and rapid job creation. * Whether the project would establish primary business operations, including executive management and support staff, in Massachusetts and create a significant number of new jobs in a short period of time.
* Other competitive circumstances such as the project having regional or statewide significance or benefiting the state at large. A business awarded EDIP tax credits will first receive non-refundable tax credits that reduce up to 100% of their anticipated tax liability, if any exists. A business may receive refundable tax credits if an award exceeds its anticipated tax liability or if it has no tax liability.
2026 EACC MEETINGS and EDIP APPLICATION DEADLINES The EACC meets on a quarterly basis to review EDIP applications. Application materials must be submitted by 5 p. m.
on the date indicated below. The EACC typically holds hybrid meetings to allow both in-person and virtual attendance. Check theMOBD events page for public posting.
Before applying for the EDIP’s investment tax credit, you should: 1. **Review the Request for Proposals:** Please review the EDIP Request for Proposals in detail prior to applying to the program. 2.
**Connect with MOBD Staff:** Email Geoff Kravitz, Senior Director of Business Incentive Programs, at Geoffrey. Kravitz@mass. gov with any questions.
Program staff will loop in Massachusetts Office of Business Development (MOBD) regional directors to help determine if EDIP is an appropriate resource and assist with the application process. 3. **Register with the Business Front Door:** Apply to EDIP through the Business Front Door, the state’s business portal for connecting businesses with a single point of contact to help address their business resource needs.
Check out the Business Front Door. To access the EDIP application, follow these steps: 2. Visit your business “Dashboard” and navigate to the “Applications” tab to view the Application Center.
3. Under “Business Front Door Applications”, select EDIP application. 4.
After starting the application, “Your Program Applications” section will appear on your business Dashboard with the in-progress application. Please see the EDIP RFPfor additional program and application details. The EDIP application requires submission of the following documents for each of the businesses intending to take advantage of state tax incentives.
Applicants should **request these documents early in the process** and notify EDIP staff of any issues obtaining them as soon as possible. These documents must be dated within 90 days of the EDIP submission date. * **MA Department of Revenue (DOR) Certificate of Good Standing**: The business entity applying for tax credits must submit a Certificate of Good Standing from Massachusetts DOR.
* **MA Department of Unemployment Assistance (DUA) Certificate of Compliance**: The business entity applying for tax credits must submit a Certification of Compliancefrom Massachusetts DUA. *Note: this document may require additional lead time.
* **Corporations Division Certificate of Good Standing**: The business entity applying for tax credits must submit a Certificate of Good Standing from Massachusetts Secretary of Commonwealth’s Corporations Division.
Additionally, those projects intending to take advantage of the Abandoned Building Tax Deduction, must also submit a document from the municipality, property owner, or applicant confirming the property has been at least 75% vacant for a minimum of 2 years.
**Additional Documents (EDIP)**: The EDIP application also requests applicants to submit a municipal endorsement from the community where the project will take place, as well as letters of support for the project from legislators, civic organizations, business associations, etc. Applicants are encouraged to collect these documents early in the process and notify EDIP staff of any issues.
Approval of the Tax Credits The EDIP is overseen by the Economic Assistance Coordinating Council (EACC), a council comprised of 15 voting members that include public officials and appointees by the governor. The EACC is primarily responsible for establishing regulations, policies and procedures to administer the EDIP; certifying EDIP Projects; administering EDIP annual reports; and decertifying projects that are not compliant.
All EDIP applications must be approved by the EACC to move forward. View a list of EACC members here. Active EDIP projects must submit an annual report to the EACC, which reviews each project for compliance with job and investment commitments, and if applicable, investment tax credit use.

Community One Stop for Growth is a grant portal from the Massachusetts Executive Office of Economic Development (EOED) that provides municipalities and organizations streamlined access to 14 state economic development grant programs.
