Federal Resilience and Reliability Grants 40101(d) Grid Resilience Utility Grant Program: Strengthening the Reliability and Resiliency of Minnesota’s Electrical Grid The Strengthening the Reliability and Resiliency of Minnesota’s Electrical Grid grant program closed August 30, 2024.
Commerce is currently in review of the applications and will announce awards in early 2025. This competitive grant program seeks proposals for projects which will increase the resilience of Minnesota’s electric grid against disruptive events, advance grid modernization and the deployment of clean energy resources and reduce the impacts of climate-driven extreme weather and natural disasters.

State Grid Resilience Grants Program In December 2025, the Minnesota Department of Commerce issued $4. 9 million in grant awards across Minnesota to improve the resilience of Minnesota’s electric grid against severe weather events, malicious physical attacks, and cyber threats while increasing some power capacity for development and redundancy. The State Grid Resilience Grant Program is fully state-funded and administered by Commerce.
It is part of a suite of 2023 legislative session initiatives to enhance the reliability, safety, and modernization of Minnesota’s energy infrastructure. In total, 28 applicants were selected to receive funding, including 13 municipal electric utilities, 13 electric cooperatives, the Minnesota Municipal Utilities Association (MMUA), and Minnesota Rural Electric Association (MREA).
There were 40 applications submitted and from 29 applicants, with a total request of more than $7 million. View the list of grant awardees and a map of awardees . As of Dec.
