Listos California Grant Program | California Governor's Office of Emergency Services Home Office of the Director Policy & Administration Finance & Administration Grants Management Community Resiliency & Listos California Grant Program Listos California Grant Program Listos California Grant Program The Listos California Grant Program supports community-based organizations and federally recognized tribes throughout California to ensure every Californian, regardless of age, ability, income or language, has access to culturally competent outreach to prepare for earthquakes, floods, wildfires and other hazards.
Since its inception in 2019, Listos California has reached millions of Californians with low incomes, disabilities and language barriers as well as older adults and those living in areas at high risk of disaster to help them prepare for, respond to and recover from all types of emergencies.

California State Nonprofit Security Grant Program (CSNSGP) is a grant from the California Governor's Office of Emergency Services that funds target hardening and security enhancements for nonprofit organizations at high risk for violent attacks and hate crimes due to their ideology, beliefs, or mission. Awards of up to $200,000 per organization are available, with $76 million allocated in the latest funding round. Eligible applicants are 501(c)(3) nonprofit organizations operating in California. Funded activities include physical security improvements and vulnerability assessments to protect against threats. The program requires applicants to complete a Vulnerability Assessment Worksheet as part of the application process. Support services applicants had an extended deadline of January 12, 2026. FY 2026 Homeland Security Grant Program (HSGP) – Mississippi is a grant from the Mississippi Office of Homeland Security (MOHS) that funds local law enforcement, fire departments, and emergency operations agencies for homeland security preparedness. FEMA-provided funds can be used for equipment, training, exercises, and supplies to protect against terrorism and other threats. The FY26 application deadline is Friday, April 3, 2026, and applications are submitted via the MOHS JotForm portal. National priorities require allocating at least 10% toward border crisis response and 3% toward election security. Rural Volunteer Fire Department Assistance Program (Texas) is a grant from Texas A&M Forest Service that funds recognized non-profit volunteer fire departments in Texas for firefighting vehicles, fire and rescue equipment, protective clothing, dry-hydrants, firefighter training, and volunteer recruitment resources. The program also provides emergency assistance following catastrophic events and declared states of disaster. Established by the 77th Texas Legislature in 2001, the program serves departments that could not otherwise access needed vehicles and equipment. Eligible applicants are non-profit volunteer or part-paid/part-volunteer fire departments with 20 or fewer paid members, located within a designated primary protection area in Texas. Equipment Round 4 awards are tentatively scheduled for May 15, 2026.
