Kentucky Read to Achieve (RTA) Grant - Keys to Literacy Kentucky Read to Achieve (RTA) Grant APPROVED PROFESSIONAL LEARNING FOR KENTUCKY’S READ TO ACHIEVE (RTA) GRANT Keys to Literacy provides comprehensive, evidence-based professional learning approved by KDE that covers all four key areas required for your competitive RTA grant.
Keys to Literacy Professional Learnings RTA Objectives: Provide comprehensive coverage across all four key areas through KTL’s status as one of the few approved providers. This allows schools to select key areas and determine their preferred 2-year implementation timeline.
Deliver accessible professional development through multiple format options, including: Fully asynchronous online courses Hybrid model combining asynchronous online course + virtual-live facilitated debrief sessions Live virtual facilitation Live in-person facilitation Design and implement a flexible, customized professional learning plan tailored to your school’s needs, incorporating job-embedded implementation coaching to support sustained educator growth.
Ensure high-quality instruction and support by deploying highly skilled literacy consultants with proven teacher and administrator experience. Maximize your professional development investment through affordable and economical pricing structures that deliver exceptional value. KDE anticipates funding approximately 150 schools at an estimated $70,000 per year for two years.
Schools awarded RTA grant funds must provide matching funds and ensure the complete sustainability of the professional learning requirements and all costs associated with implementing the professional learning and intervention program into the appropriate tiers of instruction for the two years.
After these two years, RTA schools will be eligible to request a grant renewal for an additional two years, contingent upon implementation of all program components, grant requirement compliance, demonstrated student progress, the availability of funds, and successfully meeting all assurances per KRS 158. 792 Section 3(b). The grant application is due to KDE by December 2, 2025, which includes a detailed, high-quality professional learning plan for all teachers and staff who provide reading instruction in the primary (K-3) program. This includes identifying a professional learning provider.

Professional Learning Approved for the RTA Grant -K-3 Keys to Beginning Reading This course provides a complete foundation of reading instruction, including oral language skills.
