Homeless & Special Housing Needs Programs 4. Recovery Housing Investment Program The Recovery Housing Investment Program (RHIP) grant, administered by the Michigan State Housing Development Authority (MSHDA), provides grant funding to expand safe, substance free, supportive, and certified recovery housing across Michigan.
Funded through Michigan’s share of nationwide opioid settlement dollars, RHIP supports evidence based housing for individuals with opioid use disorder (OUD), substance use disorder (SUD), or co occurring mental health conditions. Michigan will receive nearly $1. 8 billion in settlement funds over 18 years.
A portion supports the Michigan Opioid Healing and Recovery Fund, established under Public Act 83 of 2022. For fiscal year 2026–2027, $3. 37 million is allocated to RHIP to increase the availability of high quality recovery residences.
RHIP grants may be used to purchase or lease single family homes or multifamily properties for use as certified recovery housing. This year’s funding is expected to support 20–30 new residences, adding an estimated 200–250 beds.
Priority is given to projects in 17 high need counties identified by the Michigan Department of Health and Human Services (MDHHS) through the Michigan Overdose Data Action Dashboard, based on indicators such as the Substance Use Vulnerability Index, existing MARR certified housing, and the number of individuals leaving publicly funded treatment without stable housing.
