Homeless & Special Housing Needs Programs 4. Recovery Housing Investment Program Payouts of the nationwide settlement with pharmaceutical distributors and manufacturers, including Johnson & Johnson, Walgreens, Walmart, CVS, Allergan, Teva, Mallinckrodt, Meijer, Publicis Health, Kroger, McKinsey & Co. , and Purdue Pharma, have begun in State and local governments within Michigan.
The total payout to Michigan will be nearly $1. 8 billion in opioid settlement funds received over 18 years. A restricted fund, the Michigan Opioid Healing and Recovery Fund, was established within the Treasury through the passing of Public Act 83 of 2022.
The Michigan Department of Health and Human Services (MDHHS) will use the funding to continue to support evidence-based programming to service individuals with substance use disorders. Of these funds, $3.
37 million will be distributed by way of this Request for Proposals (RFP) in fiscal year 2026 through the Michigan State Housing Development Authority (MSHDA) under the Recovery Housing Investment Program (RHIP) to expand access to recovery housing for individuals with opioid use disorder (OUD)/substance use disorder (SUD) or co-occurring mental health conditions.
The awarded grant funds will be used to purchase and/or lease single family homes or multifamily properties for use as recovery housing. It is estimated that this investment will enable an additional 20-40 recovery residences that will provide 200-300 beds to people in recovery, with priority given to the 17 counties identified as highest need, based on MDHHS's Michigan Overdose Data Action Dashboard.
Counties were identified using a variety of data sources to assess SUD burden, SUD resources, recovery housing availability, and recovery housing demand or need, as well as considerations for current or previous recovery housing investments.
