RISE PA | Department of Environmental Protection | Commonwealth of Pennsylvania Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) Medium/Large Scale Application RISE PA is a $396 million statewide industrial decarbonization grant program funded through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants under the Inflation Reduction Act of 2022.
The purpose of this program is to offer grants for small-, medium-, and large-scale decarbonization projects at industrial facilities to reduce greenhouse gas (GHG) and co-pollutant emissions. RISE PA is focused on reducing emissions from Pennsylvania’s industrial sector, which is the highest-emitting sector statewide and accounts for just over 30% of Pennsylvania’s total GHG emissions.
As a flagship, first-in-the-country endeavor, RISE PA will deliver real economic and environmental benefits to Pennsylvania residents and position the Commonwealth as a national climate leader. By funding innovative projects, RISE PA has the potential to eliminate millions of tons of GHG emissions, create thousands of good-paying jobs, and increase Pennsylvania’s manufacturing competitiveness.
Eligible projects must reduce industrial sector emissions through industrial electrification, efficiency and process emissions reductions, switching to low-carbon fuels, installing on-site renewable energy, utilizing carbon capture and storage, and reducing fugitive emissions from natural gas and oil systems and coal mining.
In addition to fighting the climate crisis and reinvigorating industry, these investments will help reduce air pollution across the Commonwealth while creating good jobs and a durable career pipeline for workers.
