AFOSR's FY27 Young Investigator Program Has Two Deadlines, and the One That Eliminates You Is October 9

The Air Force Office of Scientific Research posted the FY2027 Young Investigator Research Program to Grants.gov on September 8, 2026 under NOFO number FA955026S0003, Assistance Listing 12.800. The Grants.gov close date reads December 4, 2026.

That date is a decoy for planning purposes. The competition's real first cut happens October 9, 2026, when five-page white papers are due through a Qualtrics portal that has nothing to do with Grants.gov. Between now and then, the only other date that matters is September 17, 2026 — the last day AFOSR will accept pre-proposal questions about white papers, with answers posted or returned by close of business September 24.

The white paper is described as a capability assessment: "White paper evaluation is meant to initially assess the capability of a proposed effort." Five pages maximum. References and CV/bios do not count against the limit. Topic points of contact coordinate to provide feedback.

Note the four-week gap between the November 6 determination and the December 4 proposal deadline. That is the entire window in which a full proposal gets written, routed through your sponsored programs office, and submitted. Institutions that require a ten-business-day internal review will consume half of it. Start the internal routing conversation now, not on November 7.

The eligibility clock: April 1, 2019

The PI must have received a PhD or equivalent degree on or after April 1, 2019. The notice states it twice, once in the synopsis and once in the eligibility section, and lists it as a hard criterion: "Doctorate no earlier than 01 April 2019."

Two further conditions narrow the pool sharply:

Citizenship. "A YIP PI must be a U.S. citizen, national, or permanent resident at time of proposal submission." There is no waiver. This condition removes a large fraction of early-career STEM faculty in the United States outright — a fraction that the equivalent NSF CAREER program does not exclude.

Employment. Awards go to U.S. institutions of higher education, industrial laboratories, for-profit, or non-profit research organizations "where the principal investigator is employed on a full-time basis and holds a regular, non-contractor position." Researchers at a Federally Funded Research and Development Center or a Department of War laboratory are explicitly ineligible.

Compare this with the sibling programs. The Office of Naval Research's FY27 YIP, which closes October 30, 2026, admits PhDs earned on or after January 1, 2019 and pays $750,000 over 36 months — but restricts eligibility to faculty in a first or second full-time tenure-track appointment. AFOSR's window opens three months later on the calendar and closes on the same principle, but AFOSR imposes no appointment-count test at all. An early-career researcher in an industrial laboratory or a nonprofit research institute is ineligible for ONR YIP and eligible for AFOSR YIP.

If you earned a doctorate between January 1, 2019 and April 1, 2019, you are eligible for ONR this cycle and not for AFOSR. That is a three-month band, and it is worth checking your degree conferral date rather than your defense date — the conferral date is what the registrar will certify.

What the award actually pays, and the follow-on nobody budgets for

Awards are up to $150,000 per year for three years, $450,000 total. No single year may exceed $150,000. The notice warns that "proposals exceeding the annual $150,000 limit, the overall $450,000 threshold, or the three-year duration may be rejected without review."

At $150,000 per year inclusive of indirect costs, the realistic budget is one graduate student, a modest amount of PI summer salary, and consumables. This is not an equipment program.

The provision most applicants miss sits two paragraphs below the award ceiling:

"At the discretion of the Program Officer, and subject to the availability of funds and satisfactory progress, further effort may be identified at a later time and funded up to an additional $300,000 over a period of up to two (2) years without further competition."

A YIP that performs can become a $750,000, five-year relationship without re-competing. That reframes what the three-year proposal should do. The strongest YIP narratives are not self-contained three-year projects; they are the first phase of a research line the program officer can extend, written so the extension is obvious.

Cost sharing is neither required nor an evaluation criterion, under 10 U.S.C. 4021.

The single-investigator rule is stricter than it sounds

"No domestic or foreign collaborators, funded or non-funded, are allowed for this single investigator award."

Not unfunded collaborators. Not letters of collaboration. Not a co-I in name only. This is a meaningful constraint for anyone whose research program depends on a materials-synthesis partner or a shared instrument facility, and it needs to be reflected in how the proposal describes who does the work. A YIP proposal that reads as a slice of a multi-institution effort will not survive programmatic review.

There is a corresponding award-portability provision worth knowing. The award goes to the institution, but AFOSR recognizes that YIP is about the individual. If the awardee moves institutions after the closing date, the government may pursue one of three routes: the grant stays with a new PI the awardee identifies, the primary institution subcontracts to the awardee's new institution, or the YIP is terminated and reissued as a traditional AFOSR grant to the awardee. Any replacement PI must independently meet the YIP eligibility criteria.

The numbers on the Grants.gov summary do not match the notice

The Grants.gov synopsis lists $4,500,000 in estimated program funding, 50 expected awards, an award ceiling of $450,000, and a floor of $150,000.

The notice body says something different: AFOSR "intends to fund a minimum of thirty-seven (37) awards, in the amount of $150,000 per year, for a maximum of three (3) years," plus three YIPs funded in partnership with the Laboratory for Physical Sciences, plus "potential for an additional 37 YIPs funded from other AFOSR research funding."

Forty awards at $450,000 each is $18 million in total obligated value. The $4.5 million figure is best read as a single-year appropriation slice, and the 50-award figure as an estimate that reconciles with neither the 40-award floor nor the 77-award ceiling.

Trust the notice body, not the summary fields. The planning number is: a floor of 40 awards, a realistic upside of roughly 77, and a per-award value of $450,000 over three years. That is a materially better funding rate than most federal early-career programs — and considerably better than ONR YIP's roughly 25 awards — which is the strongest single argument for spending the October on a white paper.

The LPS quantum carve-out is a separate, smaller, less crowded competition

AFOSR has partnered with the Laboratory for Physical Sciences to fund additional YIP proposals in gate-based quantum computing, under the Quantum Information Sciences portfolio area of the AFOSR open BAA. Both experimental and theoretical proposals are encouraged. Named topics of interest:

The submission mechanic is specific and easy to get wrong: format the title as "Quantum Computing – Title of Project" so the application is routed correctly. Three awards are earmarked. If your work is in this space, that title string is the difference between competing against three slots and competing against the general pool.

Proposals may be submitted for only one research portfolio area. The portfolio areas themselves are not enumerated in this NOFO — they live in the AFOSR open BAA, "Research Interests of the Air Force Office of Scientific Research," which the notice flags as updating annually in the March/April window. AFOSR explicitly instructs applicants to "coordinate your topic ideas with the appropriate Program Officer to ensure the topic area is still relevant to the Air Force."

That instruction, and the September 17 question deadline, are the same instruction stated twice.

Two executive orders are now go/no-go screens

The FY27 notice runs proposals through a programmatic requirements review structured as pass/fail before any technical evaluation:

Executive Order 14303, "Restoring Gold Standard Science." All proposals are evaluated "according to the weight of scientific evidence," which the notice defines as an approach in which each piece of relevant information is considered on quality and relevance and transparently integrated before judgment. Quality and relevance determinations "should include consideration of study design, fitness for purpose, replicability, peer review, and transparency and reliability of data." The go/no-go criterion requires that the proposal "incorporates all elements required for adherence to Gold Standard Science," including making a commitment to complying with administration policies, procedures, and guidance respecting GSS.

That is an affirmative content requirement. A proposal that never addresses replicability, data transparency, or study design fitness can fail screening before a subject matter expert reads the science.

Executive Order 14332. The screen asks whether the proposal promotes, encourages, subsidizes, or facilitates: racial preferences or other forms of racial discrimination by the grant recipient, "including activities where race or intentional proxies for race will be used as a selection criterion for employment or program participation"; denial of the sex binary in humans or the notion that sex is a chosen or mutable characteristic; illegal immigration; or "any other initiatives that compromise public safety or promote anti-American values."

For a single-investigator basic research proposal this is usually a formatting question rather than a substantive one — but broader-impacts language carried over from an NSF CAREER draft is exactly the kind of text that draws a no-go. If you are recycling narrative from an NSF submission, read the recruitment and outreach paragraphs first.

Beyond the screens, the substantive white paper criteria are two and equally weighted: (1) technical merits of the proposed research and development, and (2) potential relationship of the proposed research and development to Department of War missions. Full proposals go through both programmatic review by AFOSR Program Officers — assessing technical quality, relevance to the portfolio, relevance to Air Force, Space Force and DoW needs, "consistency with administration priorities," and potential balanced against the portfolio's available funding — and peer review by subject matter experts.

Note where relevance sits: it is half of the white paper score, and it appears twice more in the programmatic review. A technically excellent white paper with no articulated line to an Air Force or Space Force mission is scoring roughly 50 percent on the gate.

One more requirement: the data management plan

Proposals must include a data management plan "outlining how samples and data collected in the program will be stored and managed," covering standards for data and metadata collection, content and format, archiving, database management, and sharing "within, outside the awardee and beyond the lifetime of the grant." The notice states the requirement is modeled on NSF's. If you have an NSF-format DMP, it will substantially transfer.

What to do this week

  1. Verify your PhD conferral date against April 1, 2019. If you fall in the January–March 2019 band, redirect to ONR YIP, which closes October 30.
  2. Identify your portfolio area in the current AFOSR open BAA and email the Program Officer. Questions close September 17. This is the only sanctioned channel before the white paper, and the notice tells you twice to use it.
  3. Decide whether your work belongs in the LPS quantum lane. If it does, the title string is mandatory and the odds change.
  4. Write five pages by October 9. Technical merit and DoW mission relevance, weighted equally. References and CV are free.
  5. Warn your sponsored programs office now that a full Grants.gov submission may land on their desk on November 6 with a December 4 deadline.
