DOE's $58 Million ASPECT NOFO Drops August 24. The Teaming Rule Buried in the Notice of Intent Decides Who Can Even Apply.

Most applicants treat a Notice of Intent as a save-the-date. It is not. An NOI is the only period in the federal grant cycle when you can restructure your team, and the ASPECT NOI that DOE's Alternative Fuels and Feedstocks Office published on July 14, 2026 contains exactly the kind of requirement that is trivially solvable in August and fatal in October.

The program is Accelerating Scale-up and Pre-piloting of Emerging Chemical Technologies — ASPECT. Up to $58 million in cooperative agreements, issued through the Office of Critical Minerals and Energy Innovation, aimed at technologies that produce chemicals from alternative and waste feedstocks. DOE intends to release the full NOFO on August 24, 2026.

The stated goal is supply chain: "strengthen domestic supply chains, reduce reliance on foreign imports, and accelerate American technology innovation." That framing is not decorative. It tells you what the merit review will actually reward, and it should shape your concept paper before the NOFO exists.

The two-tier structure, and where you fit

ASPECT is built as a staged scale-up ladder with two topic areas and two sub-topics each. The distinction between them is not what your chemistry does — it is how far along the scale-up path your evidence already reaches.

Topic Area 1 — Bench ASPECT (2-to-4-year performance periods).

Topic Area 2 — Pre-Pilot ASPECT (2-to-5-year performance periods).

The ladder matters because misfiling your topic area is the most common self-inflicted wound in staged solicitations. A team with strong bench data and no unit-operation results that applies to 2B gets reviewed against applicants who have that data, and loses on maturity rather than on merit. A team with pre-pilot-ready technology that files under 1A leaves money and duration on the table — the difference between a four-year and a five-year performance period is a full extra year of runway on a capital-intensive scale-up.

Be honest about which rung your evidence supports. Reviewers on staged programs are unusually good at spotting a team reaching upward.

The teaming requirement is the real gate

Here is the provision that should drive your next two weeks. Eligibility on ASPECT is broad on its face — universities, for-profit companies, nonprofits, state and local governments, and Indian Tribes. But the NOI adds two constraints on top:

  1. Every project must include at least one for-profit industry partner.
  2. Universities may lead Topic Area 1 projects, but may only participate as subrecipients in Topic Area 2.

Read those together and the design intent is clear. DOE is not funding chemistry papers. It is funding a path to a domestic chemical production capability, and it has structured eligibility so that the closer a project gets to pre-pilot operation, the more firmly a company must be holding the wheel.

For an academic team, this is the single most consequential sentence in the notice. If your technology is genuinely pre-pilot-ready, you cannot lead the application. You need a for-profit prime — and finding one, negotiating IP terms, agreeing on budget split, and getting their authorized organizational representative to sign is not a two-week exercise. It is a six-week exercise that you have five weeks to complete before the NOFO lands, and probably eight to ten weeks total before a concept paper is due.

For a company, the inverse is true and it is an opportunity. Industrial applicants who move now can be selective about which university partner they take, rather than fielding inbound requests in late September from labs that have just read the NOFO and discovered they cannot prime.

DOE said it will publish a Teaming Partner List after the NOFO is announced, and will share it publicly. Use it — but do not wait for it. The list is where teams that have not solved this problem go looking in week three. The partnerships that win were formed before it published.

The concept paper is a gate, not a formality

The NOI confirms ASPECT "will require the usual concept paper submission" and will implement a new, streamlined application and review process intended to reduce applicant burden and accelerate selection.

Both halves of that sentence deserve attention.

On DOE cooperative agreement solicitations, the concept paper functions as a hard gate. It is typically a small number of pages, due a few weeks after NOFO release, and DOE's response is either "encouraged" or "discouraged." A discouraged concept paper does not usually bar a full application outright, but the practical conversion rate from discouraged to funded is low enough that most experienced applicants treat it as a stop sign. Which means the document that decides your fate on a five-year, multi-million-dollar cooperative agreement is a short paper you will have roughly three weeks to write.

Write the concept paper against the program's stated purpose, not against your technology's most interesting feature. The NOI names four value propositions: enhancing supply chain resilience, reducing imports, lowering costs, and strengthening national security. A concept paper that opens with catalytic novelty and reaches supply chain implications on page three is scored by a reviewer who has already formed an impression. Invert it. Name the specific chemical, name what fraction of domestic demand is currently imported, name the feedstock you are displacing, and then explain the technology that gets there.

On the "streamlined process" — treat this as good news with a caveat. Streamlined review at DOE has generally meant shorter page limits and compressed timelines, not lighter substantive requirements. Shorter page limits are harder, not easier. A team accustomed to a 25-page technical volume writing to a 12-page limit has to make sharper choices about what to leave out, and the sharpest choices get made by teams that started early.

What "alternative and waste feedstocks" is actually asking for

The scope language is deliberately wide, and that width is a strategic question rather than an invitation.

Waste and alternative feedstocks in a domestic chemicals context reasonably includes biomass and agricultural residues, municipal and industrial waste streams, waste plastics and mixed polymers, captured carbon dioxide, and byproduct streams from existing industrial processes. Each of those carries a different scale-up risk profile, and the NOI's emphasis on pre-piloting unit operations is a tell: DOE knows that the hardest part of alternative feedstocks is not the conversion chemistry but the variability of the input.

A catalyst that performs beautifully on a clean model compound and degrades on real mixed waste is the classic failure mode in this space, and it is precisely what a pre-pilot program exists to surface. Build your technical narrative around feedstock variability — where you get real material, how heterogeneous it is, what your process does when the composition shifts — and you are answering the question the reviewers are actually holding.

The supply chain framing also suggests a scoring preference for chemicals where import dependence is documented and specific. "Specialty chemicals" is a category. A named molecule with a known import share and a named domestic offtake conversation is a case.

The five-week plan

The NOFO is expected August 24. Assume a concept paper deadline somewhere in mid-to-late September and a full application in the late fall. Here is how to spend the time before the document exists.

This week and next. Resolve the teaming question. If you are a university with Topic Area 2 ambitions, identify and approach for-profit primes now. If you are a company, decide whether you want an academic partner and lock one. Confirm SAM.gov registration with an active UEI, Grants.gov registration, and DOE eXchange registration — the last one is where DOE solicitation documents and submissions live, and it is the registration teams most often discover they are missing on deadline day.

Week three, once the NOFO publishes. Register for the informational webinar DOE said it will hold after the announcement. Attend it live. The Q&A on DOE webinars routinely surfaces topic-area boundary clarifications that never make it into the written FAQ, and the answers shape whether you file under 1B or 2A.

Weeks four and five. Draft the concept paper against the supply chain frame, then cut it by a third. Get one reader who does not work on your technology to tell you what problem you are solving. If they cannot, the reviewer will not either.

The through-line across all of them is domestic supply chain, and the applicants who read that as the actual evaluation criterion rather than the press release framing are the ones getting funded.

One final note that the NOI states explicitly and that is worth taking seriously: this is preliminary. DOE warns that any future NOFO "could differ significantly from what is described here, or one may not be issued at all." That is standard NOI language, and it is not a reason to wait. Everything worth doing in the next five weeks — fixing your teaming structure, activating your registrations, sharpening the supply chain case for your chemistry — has value whether ASPECT lands on August 24 exactly as described or arrives in October looking somewhat different.
