FTA Has $10 Million for Two Bus Prototypes — and One Eligibility Line Decides Who Can Even Apply

Most research NOFOs describe what they want built. This one describes who has to be in the room while you build it — and that single sentence rearranges the entire competitive landscape.
The Federal Transit Administration's FY2026 Bus Safety, Accessibility, and Innovation Research Program (funding opportunity FTA-2026-004-TRI, Assistance Listing 20.530) makes up to $10 million available under the Public Transportation Innovation Program at 49 U.S.C. § 5312. Proposals are due through Grants.gov by 11:59 p.m. ET on September 28, 2026. FTA anticipates up to two awards. There is no minimum or maximum award size, and the maximum federal share is 80 percent of net project cost.
Then, buried in the eligibility table: "Teams must include a TVM in a prominent role."
The transit vehicle manufacturer requirement is the whole competition
TVM means transit vehicle manufacturer — the companies that actually build buses. The list of eligible lead applicants is generous almost to the point of being unhelpful: TVMs and component manufacturers, federal agencies and laboratories, transit providers including agencies and tribes, state and local DOTs, MPOs, for-profits, nonprofits, consultants, research consortia, and universities from large research institutions down to community colleges.
Any of them can lead. None of them can win alone. The bus manufacturer is a mandatory team member, and "prominent role" is not defined as a subcontract line item — it is evaluated.
That requirement makes sense once you read what FTA is buying. The deliverable is not a report. It is "production of a prototype that can be retrofitted on existing buses or installed in new buses." FTA is explicitly trying to avoid funding another well-researched concept that no manufacturer will ever tool for. The way you avoid that is to make the manufacturer a co-author of the concept from the beginning.
The practical consequence: the North American transit bus manufacturing base is small. There are a modest number of firms building full transit buses for the U.S. market, plus a wider set of component manufacturers. With two awards available and every serious team needing a manufacturer partner, the binding constraint on this competition is not ideas or money. It is manufacturer bandwidth, and that supply was effectively spoken for in the first two weeks after the July 29 posting.
If you are reading this in mid-September without a TVM already committed, the honest strategic advice is to find a team to join rather than a team to lead.
FTA ran this before and awarded nothing
The NOFO includes a disclosure most agencies would have left out. Under "Prior Awards," FTA states that it published a "Bus Safety and Accessibility Research Program" NOFO on November 18, 2024 — and "did not make any project selections or awards under that NOFO."
FTA's framing is that the FY2026 notice has different requirements and criteria and is therefore a new program. That is the legally tidy reading. The strategically useful reading is that FTA ran a competition, received applications, and walked away — and then came back with a TVM mandate, a hard prototype deliverable, a two-month implementation-start expectation, and a three-year maximum performance period.
Read the FY2026 criteria as a direct response to whatever went wrong in 2024. The first evaluation criterion is not innovation or impact. It is "Demonstration of Transit Vehicle Design Experience" — evidence of experience developing transit vehicle designs, manufacturing vehicles or components, knowledge of vehicle systems and subsystems, familiarity with applicable standards, experience in vehicle testing, and awareness of production barriers with mitigation strategies.
An agency that leads its scoring with manufacturing credibility is an agency that previously received proposals it did not believe could be built.
What FTA actually wants prototyped
The program's four focus areas are driver safety, passenger safety, vulnerable road user (VRU) safety, and passenger accessibility, and the NOFO names the pressures behind them plainly: rising operator assaults, blind spots and visibility limits around the bus, and persistent accessibility failures for people with disabilities.
FTA's definition of accessibility is unusually operational, and it is worth quoting the shape of it because it doubles as a design brief. A rider with physical or cognitive disabilities should be able to independently determine whether an arriving bus is the right one; board it; pay fare or confirm paratransit eligibility; find a seat or wheelchair position; secure mobility equipment; receive and understand stop announcements; identify the right stop; signal a deboarding request; and exit "without encountering any physical, communication, or attitudinal barriers." That is a nine-step journey, and any one broken step is a program-relevant failure.
The NOFO then publishes a research-areas table separating greatest needs from other desired enhancements. The greatest-needs column is the scoring-relevant one:
- Operator compartment: OEM-integrated protective barriers, retrofittable protective barriers, and emergency egress for operator and passengers including when the bus structure is distorted.
- Visibility and VRU detection: enhanced operator awareness outside the bus in all weather and lighting, enhanced awareness of the bus interior, and Advanced Driver Assistance Systems.
- Operator health: independent air purification, temperature, humidity, defogging and circulation for the operator; better ergonomics; adjustability across widely varying body proportions; UV protection.
- Fare collection: modernized fare payment and alternative methods for unbanked riders.
- Passenger accessibility: fully accessible front-door boarding with wider doors and maneuvering room, easier wheelchair securement, compatibility with universal docking standards, visual and textural contrast at floor discontinuities.
- Signage and announcements: displays and pictograms understandable across physical, cognitive, and developmental disabilities; a distinct audible exterior sound alerting VRUs.
- System-level: ITS integration, robust cybersecurity, HVAC efficiency, reduced total cost of ownership.
- Standards and policy: compliance with existing codes and standards unless waived.
The desired-enhancements column includes the flashier items — 360-degree visualization, AI-assisted real-time video analysis flagging threatening behavior or weapons, one-button forwarding of incident video to law enforcement, self-cleaning interiors. Those are explicitly the second tier. A proposal built primarily on AI video analytics is competing in the column FTA labeled "other."
The research lineage matters to your narrative
This is not a blank-slate solicitation, and proposals that read as though it is will score poorly on criterion two, "Demonstration of Understanding in Emerging Transit Needs and Solutions."
FTA names its predecessors. The Bus Operator Compartment Redesign Program (BCP), awarded in 2020, found that existing operator compartment designs suffered from ineffective barriers, large blind spots, and poor operator ergonomics — while also finding that installing barriers increased some operators' sense of safety. FTA held a stakeholder listening session on October 2, 2025, and the areas-of-interest table is derived from that session plus two Transit Cooperative Research Program studies:
- TCRP Report 249, Bus Operator Barrier Design: Guidelines and Considerations, which evaluates three barrier designs against driver safety, visibility, and health, and passenger accessibility.
- TCRP Report 247, Assessing Lifecycle and Human Costs of Bus Operator Workstation Design and Components (2024), a toolkit for predicting long-term safety and health performance of operator workstations across operator size, workstation geometry, and vehicle technologies.
A competitive proposal cites these by name and states what it does differently. The tension FTA has already documented — barriers make operators feel safer but create visibility and accessibility trade-offs — is the open problem. A team that proposes a barrier without addressing blind spots and wheelchair maneuvering is proposing a solution FTA has already studied and found incomplete.
Scoring: seven criteria, and two of them are about money and partners
FTA evaluates on seven criteria: transit vehicle design experience; understanding of emerging transit needs; key personnel experience and organizational capacity; program implementation strategy; technical, legal, and financial capacity; planning and partnerships; and financial commitment.
Two deserve specific attention.
Planning and partnerships. FTA requires identification of all program partners and their specific roles, and evaluates "strong, cohesive partnerships." The evidence standard named in the NOFO is letters of support, memoranda of understanding, or agreements among partners. In a competition where a TVM is mandatory, a signed MOU describing exactly what the manufacturer will contribute — engineering hours, test articles, tooling assessment, production-path analysis — is the document that separates a real team from a name on a cover page.
Financial commitment. The federal share caps at 80 percent, so a $10 million project needs $2.5 million non-federal. FTA states it will consider availability of the non-federal share as evidence of commitment, and that additional consideration may be given to programs with a higher non-Federal share and to funds already made available or reserved. Translation: exceeding the 20 percent minimum is a scoring lever, and a board resolution or budget document showing the match is already committed beats a letter promising to raise it.
The implementation criterion adds a timing constraint that should shape your work plan: FTA seeks projects that can begin implementation within two months of award, with a performance period not exceeding three years. A proposal whose first six months are staff recruitment is proposing a schedule FTA has flagged as a risk.
Who should still apply, and how
With roughly two weeks left, three postures make sense.
If you have a TVM committed: spend the remaining time on the MOU language and the match documentation, not the technical narrative. Those are the two places where FTA has told you extra evidence earns extra consideration.
If you are a university, agency, or technology firm without a manufacturer: the realistic play is partnership, not leadership. Component manufacturers count toward the eligible-lead list and are far more numerous than full-bus OEMs; a component manufacturer plus a full TVM in a defined prominent role is a credible structure.
If you missed this cycle entirely: the program's trajectory is the useful takeaway. FTA published a version in 2024, awarded nothing, and returned in 2026 with tighter gates. The research agenda in that areas-of-interest table is not going away, and neither is the underlying driver — operator assaults and ADA compliance gaps are structural. Build the manufacturer relationship now.
For transit agencies weighing where their competitive-grant effort goes this fall, this program sits alongside the much larger FY2026 Buses and Bus Facilities and Low or No Emission competition, which closed September 21 with $610 million. The distinction is worth internalizing: that program buys buses, this one designs the next generation of them — and it does so against a federal transit funding baseline that the December 11 appropriations cliff has made considerably less certain.
