993 establishes the Animal Welfare Fund to provide funds to promote sterilization and adoption of dogs and cats, to improve knowledge of the proper care of animals pursuant to state animal anticruelty laws by educating the public and training personnel authorized by law to enforce state animal anticruelty laws, to support and enhance programs that provide for the care and protection of animals pursuant to state anticruelty laws, and to allow the purchase of equipment and supplies for programs that receive grants under this act.
# General Eligibility Requirements and Grant Program Priorities • Funds will only be awarded to organizations that operate animal shelters currently registered with MDARD pursuant to Public Act 287 of 1969, as amended. • If more applications are received than can be supported by available funding, awards will go to the best proposals.
• An Animal Welfare Fund Grant received pursuant to Public Act 132 of 2007, shall not be used to replace funds otherwise designated by a grantee to support similar programs or projects if existing funds for those programs or projects are included in the grantee's budget before receiving a grant under this act. • MDARD staff are not eligible for any grant funds. • Funding may be requested for the purchase of equipment and supplies.
• Applicants must have submitted their Annual Shelter Activity Report (AI-034) for the previous year’s statistics, and the applicant shall have otherwise complied with section 9a of Public Act 287 of 1969, as amended.
• An organization that has previously received an Animal Welfare Fund Grant that does not comply with the provisions of Public Act 132 of 2007 or the terms of the Grant as determined by MDARD is not eligible for any future grants pursuant to section 7(1) of Public Act 132 of 2007. • The funding window for the Animal Welfare Fund is from February 1 through September 1.
Funded programs and purchases must occur during that funding window to qualify for reimbursement unless prior authorization for an extension has been approved by MDARD. The Director of the Michigan Department of Agriculture and Rural Development will have final authority to approve or not approve grant proposals and awards, based upon selection criteria, program priorities, and the merits of the individual applications.

CHECK ONLY ONE BOX. A. SPAY/NEUTER SURGICAL PROGRAM To increase the number of shelter dogs and cats that are sterilized and adopted by increasing the capability of on-site sterilization or by facilitating appointments for sterilization by a licensed veterinarian.
• Funds in this category may not be used to sterilize privately-owned dogs and cats nor b EC e used to sterilize shelter dogs and cats imported into Michigan. • Funds in this category may not be used for ancillary procedures such as vaccination, micro-chipping, or tests/treatments for conditions/diseases. B.
PUBLIC EDUCATION PROGRAM 1 To improve community knowledge of the value of sterilization and adoption of dogs and cats, and/or improve community knowledge of the proper care 2 of animals 3 pursuant to state animal anticruelty laws. 4 • These programs may be implemented through educational programs or creative media opportunities.
Opportunities may include but are not limited to billboards, printed materials, presentations, booths, educational programming, and/or digital media creation. C. TRAINING FOR AUTHORIZED PERSONNEL PROGRAM 1 To improve knowledge of the proper care of animals pursuant to state animal anticruelty laws by training personnel authorized by law to enforce state anticruelty laws.
4 Opportunities may include but are not limited to training program registration fees, speaker fees, and/or facility costs associated with hosting a training conference. • Funds may not be used for attendees’ or speakers ’ travel, lodging, or meal expenses. • MDARD must approve conferences, workshops, training for attendees , as well as the agenda and speakers for any hosted training conference.
D. CARE AND PROTECTION PROGRAM To support programs that provide for the costs of care for animals that are housed for violations of state animal anticruelty laws, 4 and/or programs that support the proper care 2 and protection of animals 3 pursuant to state animal anticruelty laws. 4 • Funds may not be awarded if court sentencing provides for all applicable animal care restitution costs to the grantee.

“State of good health” means freedom from disease and illness, and in a condition of proper body weight and > temperature for the age and species of the animal, unless the animal is undergoing appropriate treatment. > 3“Animal” means any vertebrate other than a human.
> 4 “ State animal anti -cruelty laws” means the laws and standards provided for the adequate care of animals in the Michigan Penal Code, Act 328 of 1 931 , State the problem, challenge , or issue your project is addressing.
