National Highway Performance Program (NHPP) is a federal formula funding program administered by the Federal Highway Administration (FHWA) that supports the condition, performance, and construction of facilities on the National Highway System (NHS).
Unlike discretionary grant programs, NHPP funds are apportioned to states by statutory formula and directed toward achieving performance targets established in each state's NHS asset management plan. Projects must support progress on pavement condition, bridge condition, and other NHS performance measures. Eligible activities include construction, reconstruction, and rehabilitation of NHS facilities.
Funding flows to states through their Departments of Transportation, which select specific projects in accordance with federal requirements. Entities interested in NHPP-eligible projects should contact their respective State DOT. Colorado is expected to receive approximately $769 million across 2022 and 2023.

NHPP - Federal-aid Programs - Federal-aid Programs and Special Funding - Federal Highway Administration U.S. Department of Transportation Federal Highway Administration 1200 New Jersey Avenue, SE Federal-aid Programs and Special Funding National Highway Performance Program (NHPP) The NHPP provides support for the condition and performance of the National Highway System (NHS), for the construction of new facilities on the NHS, and to ensure that investments of Federal-aid funds in highway construction are directed to support progress toward the achievement of performance targets established in a State's asset management plan for the NHS.
The NHPP funding is made available through the State transportation agencies. NHPP is an apportioned (formula) program, which means the funds are only made available to the States by a formula contained in law, which is different than a discretionary grant program where eligible applicants may competitively seek funding through a Notice of Funding Opportunity (NOFO).
If an entity believes they have a project that may be eligible under the NHPP, they should contact their respective State Department of Transportation (DOT) for additional information on projects and project funding. The Federal Highway Administration provides NHPP funding to States by formula, yet the selection of projects for funding under the NHPP is the decision of the State DOT, in accordance with applicable Federal requirements.
