HRSA Opens $153 Million in Ryan White HIV/AIDS Grants with Spring Deadlines

The Health Resources and Services Administration has posted three new funding opportunities under the Ryan White HIV/AIDS Program totaling $153 million, with applications due this spring.

Three Competitions Targeting Different Needs

Part D — Women, Infants, Children, and Youth (WICY): HRSA-26-067 offers $69 million across an estimated 111 awards, ranging from $115,000 to $2 million per grant. Posted March 20, applications are due May 19, 2026. The program funds comprehensive, family-centered HIV care and support services for low-income women, infants, children, and youth living with or affected by HIV.

Part B — ADAP Emergency Relief Fund: Up to $75 million across approximately 25 awards, with individual grants from $100,000 to $10 million depending on demonstrated need. The grant period runs April 1, 2026 through March 31, 2027. Eligible applicants include state governments and U.S. territories currently receiving Part B funding.

Part C — Capacity Development: $9 million supporting 60 awards of up to $150,000 each, designed to help organizations build or strengthen their capacity to deliver HIV primary health care services.

Updated Funding Formula Follows Where Patients Live

HRSA also announced a significant update to the Parts A and B formula methodology. Starting in FY2026, allocations will be based on a person's most recent address rather than their residence at the time of HIV diagnosis. This shift acknowledges that people with HIV move over time and that care resources should follow where patients actually live — a change that could significantly reshape funding distribution across jurisdictions.

Part C Offers the Easiest Entry Point for New Applicants

Community health organizations, state agencies, and clinical providers serving HIV-affected populations should review eligibility requirements for each competition now. The Part D WICY grants offer the broadest applicant pool and largest number of awards.
